This Supervisory Diagnostic Radiologic Technologist, Computed Tomography (CT), position is assigned to the Bay Pines VA Healthcare System, Imaging Service; Computed Tomography section within the C.W. Bill Young VA Medical Center. This is a general medical and surgical facility and teaching hospital, providing a full range of patient care services, with state-of-the-art technology as well as education and limited research.
Duties
This specialty modality requires specific knowledgeable of cross-sectional human anatomy and its application in spiral, and/or, multi-slice computer tomography, inclusive of 3-D reconstruction scans, including drainages, biopsies, and peripheral vascular examinations.
Duties include but are not limited to:
Assigns, manages and directs the work of subordinate technologists when examinations and/or procedures require assistance; directs all section schedules in a manner so as to optimize workflow while maintaining flexibility for emergency cases, rearranging patients to accommodate these requests.
Provides instruction and solutions to difficult problems that arise in the section(s). The incumbent must be able to give guidance in expeditious flow of productivity in all section(s).
Responsible for management of Human Resource aspects of service operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for Technologists.
Develops and maintains a weekly rotational technologist schedule to ensure fair and equal assignments of the technologists and their duties. Determines staffing requirements based on past, present, and future workload patterns and develops the weekly/monthly work schedules.
Prepares meeting agendas and hold routine meetings with staff to communicate changes and expectations for each section under their supervision.
Formulate plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to subordinate lead and staff technologists.

Orients all newly hired technical staff to the Radiology Service Staff, Policies/Procedures and all responsible equipment, as wells as ensure all technical skills are evaluated when initially assigned to a specific section. Responsible for ensuring the training new technologists in all imaging aspects under their direction including specialized cases.
Performs routine reports to include daily orders reports to monitor to completion. Ensures section success of all identified Performance measures. Performance Measures for Radiology service are as follows: 1) Employee Competency Folders; 2) Inpatient/outpatient overall satisfaction (Patient Advocate Report); 3) Clinic Wait Times; and 4) Timekeeping exceptions.
The Supervisor is delegated to act in the absence of the Chief Technologist and/or other section supervisors. Annual leave will be coordinated with corresponding section supervisor to ensure consistent coverage is available.
Establishes and monitors employee's performance and is responsible for providing input for rating each employee at the end of each rating period and determining competency throughout the year.
Works with the Chief Technologist in developing administrative and operational plans when necessary to meet challenges, deadlines, priorities, and increased productivity to improve the flow of work in services based on analysis of such factors as manpower, equipment utilized, workload, available examination of facilities, and personnel required for various examinations which requires controls and records and coordination with other professional services.
Develops and assists with Performance Improvement pertaining to his/her assigned technical and clerical staff, and is responsible for overseeing departmental monitors and evaluations, as well as overseeing the design and fostering of approaches to continuously improve the quality of the interdepartmental activities.
Assists in preparing the department for the Systematic External Review Program Inspections such as CAP, OIG, etc. Keeps abreast in all Occupational Safety, Health Administration (OSHA) regulations and changes, and recommends and implements such changes within the Radiology Service Policy and Procedures.
Assists with overseeing the administrative performance of the Radiology Service Decision Support Service (DSS) and the Performance Improvement monthly report, as well as assist the Chief Technologist in the preparation of the annual overtime budget.
Must obtain and maintain a full understanding of all equipment, examinations and procedures performed in the IR/US section.
Maintains all section(s) assigned in accordance with standards established by the Chief Technologist, Imaging Administrator (Program Specialist), Chief of Radiology Service and the Veterans Administration.
Work Schedule: Mon - Fri 7:00 am - 3:30 pm ***Rotating holidays, on call duty calls and flexibility required.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
BASIC REQUIREMENTSCitizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.)
English Language Proficiency. DRTs must be proficient in spoken and written English in accordance with VA guidelines.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT). Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination

Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
GRADE REQUIREMENTS
Computed Tomography Imaging (CT). This specialty modality requires specific knowledge of cross sectional human anatomy and its application in spiral, and/or, multi-slice computer tomography, inclusive of 3-D reconstruction scans, including drainages, biopsies, and peripheral vascular examinations. The technologist requires specific knowledge and training in the location, appearance, and function of the various major and minor systems susceptible to radiological illumination; to interpret the examination request accurately; to understand the functioning and interrelationship of the various organs; to use the methods and techniques which will identify organs appearing on the digital display monitor, or on film, and the various stages of the examination to judge the acceptability of the image and/or scan for diagnostic use and to emphasize the aspects of interest to the physician. DRT assignments that include performance of independent duties in this subspecialty require advanced ARRT certification in in Computed Tomography (CT).
Supervisory Diagnostic Radiologic Technologist (CT), GS-11
Experience. At least one year of experience equivalent to the next lower grade level (GS-10), directly related to the position being filled that demonstrates the clinical competencies described at that level. KSAs at the GS-10 level are: (a) Ability to provide feedback to supervisor on technical aspects of work. (b) Ability to resolve informal employee complaints. (c) Ability to monitor and report on the status and progress of work and make adjustments to accomplish the workload in accordance with established procedures. (d) Ability to perform general and specialized diagnostic radiologic procedures in advanced levels of complex treatment situations.
Demonstrated Knowledge, Skills and Abilities (KSAs). In addition to the above listed required experience, the candidate must demonstrate all of the following technical KSAs:
Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity.
Skill in problem solving and conflict resolution.
Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound).
Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
Skill in participating in organizational facility initiatives, workgroups, and/or committees.
Physical Requirements. The physical demands of the work include: Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability.
