You will serve as a SUPERVISORY CIVIL ENGINEER in the Planning, Design, and Construction ofNAVAL FACILITIES ENG COMMAND MARIANAS. A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change without notice. Duties

You will be responsible for civil engineering design of shore installation facilities projects and coordinates and directs the work of others in the accomplishment of project assignments in military facilities. You will be responsible for all aspects of civil site engineering, including site demolition, layout, grading, utilities, force protection, environmental remediation, and coordination of other required engineering disciplines. You will ensure that all statutory regulations and requirements are met and permits are acquired and prepare and draft sheet outlines for preliminary and final plans and specifications. You will be responsible for field investigations of existing facilities prior to or during preparation of preliminary plans. You will review designs, plans, specifications, and design analysis prepared by others covering the above project features for sufficiency and practicability and compliance with design requirements and established policies. You will develop innovative design solutions and new techniques to apply to the design and design review of projects to achieve durable, cost effective, and functional projects for customers. You will provide technical direction consistent with Navy policy to Field Engineering Commands and Architect-Engineer firms (AE). You will review AE contracts and provide post construction award services (PCAS), including review and approval of contractor's You will develop solutions involving design disciplines that may be due to design errors, unforeseen conditions, or change in criteria. You will make recommendations for corrective/preventative measures as appropriate, and prepares sketches or change order drawings, cost estimates and specifications. You will visits construction sites to observe construction progress and to resolve construction issues You will supervises technical staff comprised of civilians and assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments and the capabilities of the employees. You will implement Equal Employment Opportunity (EEO) policy and communicate support of policy to subordinates. You will identify training needs of subordinates, initiates on-the-job training, recommends formal training necessary, provides mentoring, and develops an Individual Development Plan for each subordinate employee. You will resolve complaints from individual employees, resolves group grievances, investigates serious complaints in a timely and effective conflict resolution. You will mentor employees in specific tasks, job techniques and processes, develops an active mentoring/coaching relationship with subordinates and maintains engineer coaching.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance on civil engineering projects and facilities (e.g., design, reviews plans, specifications, scope requirements on contracts); and overseeing civil engineering staff. Basic Requirements
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
