Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

IMPORTANT INFORMATION: This position require military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008, and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. DUTIES: As a SUPPORT SERVICES SUPERVISOR (D1592P01), GS-0342-10, you will serves as the chief of the branch and as a principal advisor to the supervisor on the administrative activities of the state. Directs administrative services in support of widely dispersed professional, technical, military and support personnel of the National Guard statewide. The responsibilities of the branch are accomplished through a staff of 3 or more subordinates. Knowledge of administrative methods and procedures used in planning and organizing work, and skill in dealing with others in person-to-person work relationships. Experience working with people from various levels and backgrounds to obtain their cooperation or compliance with procedures, rules, or practices. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower (GS-09) level, or the equivalent THIRTY (30) months of specialized experience performing or supervising duties such as record management, mail processing and distribution, printing and duplication, and stocking and distribution of forms and publications; planning and directing a variety of substantive clerical operations; supervise, direct, plan, and coordinate a variety of service functions which principally support the work of the organization; determines printing/duplicating services requested can be legally provided using Federal funds; determines whether the printing facility is capable of producing the product; determines if funds are available to procure and determines the procurement avenue to be used; Assists employees in reaching performance goals; Identifies developmental and training needs of employees; recommends such adjustments in organization structure or policies and procedures.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree (30 semester's hours or 20 classroom hours of instruction per week) for GS-5.

Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9.
