This position is located in the Chief Information Office (CIO). The incumbent has primary leadership and maintenance responsibilities for Land Mobile Radio (LMR) Systems within their area. The incumbent is responsible for providing other CIO telecommunications lines of service support based on organizational requirements and priorities.

Duties
Performs CIO Radio program wide collateral duties such as Training Manager, Fleet Manager, Safety Manager, Asset Manager, and Equipment Transportation Manager.
Assigns budget, acquisition, manpower, maintenance, or administrative special projects.
Provides Communications Technicians (COMTECHs) and COMTECH Unit Leaders for Communications Advanced Teams (CAT), Type 1 Fire Incident Teams, and for local incident fire support.
Supports All Risk Incidents and may be required to be on call 24/7.
Ensures temporary radio communications are reestablished during fires. Incumbent stands duty as the CIO Duty Officer as required.
Provides administrative and technical supervision necessary for accomplishing radio program work across the Region.
Requirements

- Successful completion of one year probationary period, unless previously served.

- Subject to one-year supervisory/managerial probationary period. New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Specialized Experience Requirement:
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following: evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; and/or developing policies pertaining to Land Mobile Radio systems and frequency management; and/or preparing plans and designs for Land Mobile Radio Systems; and/or developing frequency transition plans as new technologies, policies and mandates drive changes to spectrum use.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Education
