Duties

The primary purpose of the position is to perform a full range of analytical, technical, and administrative duties related to formulating, executing, and monitoring a Federal budget for multiple organizational levels and programs. The variety, complexity, and size of the budget covered by the position frequently requires the interpretation and adaptation of available guidance for distribution to management, program leads, other budget personnel and employees. The position serves as a consultant and advisor to managers and program leads related to all phases of budget. The position interprets and implements Washington Office (WO) and Oregon/Washington (ORSO) directives and prepares supplemental directives with input from the WO and ORSO, Director, Associate Director, and/or Budget Officer. The incumbent will lead and/or participate in efforts regarding long and short-range financial planning, budgetary authorizations, financial management system requirements, etc. and develop long-range (5 year) budget plans to fund the implementation of substantive programs and services. The incumbent develops, reviews, and edits detailed analyses, estimates, proposals, and justifications for annual funding needs for all current and out year activities, and provides budgetary guidance to managers, supervisors, and lower-level personnel regarding high level budgetary activities and all phases of budget execution. The incumbent will analyze and review annual and multi-year performance for the district office and develop quantitative and statistical reports and summaries as part of Mid-Year, Third-Quarter, End-of­Year, and other performance related events. Based on these financial analyses, will recommend changes to procedures and methods with broad impacts. The incumbent continually reviews automated financial systems for proper fund coding and data entry, analyzes and evaluates labor costs, tracking lapses due to vacancies, absences, and other labor cost discrepancies. The incumbent is responsible to monitor the distribution of sub-allotments to program areas while monitoring and tracking the collection of revenue from sources such as the sale of land and materials, mineral leasing, grazing fees, timber sales, recreation use fees, and various filing fees. Facilitate and support input of workload and performance targets and accomplishments into automated performance tracking systems and manage year-end closing to ensure proper and full use of funds.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Determining whether obligations, expenditures, and planned activities are within funding limitations of an approved budget; (2) Analyzing, and making corrective entries to income, operating expenses, and budgets; (3) Preparing preliminary budget estimates; (4) Reviewing justifications for program support activities; (5) Compiling and presenting financial data in work sheets, budget schedules, and other supplemental reports required for budget and funding reviews. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.
