About the Position: This position is with the US Army Corps of Engineers, Strategy & Integration Office located in Washington, DC.
This position will be filled on a permanent basis. This is not a remote position.
Duties
Utilize elements of broad program management themes (i.e., benefits management, stakeholder management, program governance) in the execution of assigned corporate and/or enterprise-wide portfolio of tasks.
Synchronize activities with a variety of invested colleagues (such as corporate leaders, other lateral portfolio counterparts, and stakeholders) for unity of effort and/or attainment of effects over various time horizons.
Manage team members and stakeholders on achieving short, mid, and long-term goals to reach desired effects at the corporate and/or enterprise-wide level.
Evaluate the overall portfolio (programs, sub-programs, and separate projects) for milestone attainment, trends, organizational behavior change, and / or long-term effects achieved.
Facilitate organizational learning for change management, knowledge transfer, increased effectiveness, or increased efficiency.
Assess the enterprise's external operational environment for implications to the organization's internal operational environment.
Conduct fact-finding organizational and functional management analyses to confirm and/or identify root causes of issues.
Formulate possible operational approach frameworks (i.e., solutions, ways) to address organizational problems, issues, and/or initiatives.
Apply a variety of qualitative/quantitative methods and strategic planning methodologies in support of executive level decision making.
Resolve issues of dispute regarding corporate direction, strategic goals, and objectives within the organization.
Integrate strategic initiatives and external strategic engagements that cut across organizational structures and operating programs.

Manage project activities based on corporate/enterprise sponsored initiatives and greater program direction in order to accommodate changes to the organization’s internal and external operational environment.
Collaborate with external organizational entities (i.e., Non-Federal Entities, other DoD, outside DoD) in support of assigned projects and initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Must be able to obtain and maintain a Secret security clearance.

Specialized experience is defined as: One year of specialized experience which includes: 1) Assists with the delivery of corporate and/or enterprise-wide level assigned projects using the principles of project management (i.e., initiating, planning, executing, monitoring, and controlling, closing); 2) collaborating, coordinating, integrating, and synchronizing activities with stakeholders for unity of effort and attainment of desired effects over various time horizons; 3) conducting research to confirm root causes of organizational problems and issues to aid in the creation of solutions for corporate and/or enterprise-wide use; 4) applying qualitative and quantitative methods and strategic planning methodologies to aid executive level decision making; and 5) Advising and/or consulting within corporate and/or at the enterprise-wide level as a subject matter expert on strategic planning, analysis, and integration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
