You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the TRAINING AND DEVELOPMENT DEPARTMENT (N7) of CIVILIAN PERS SUPPORT STAFF.
Duties
You will gather data to document productivity of program operations.
You will brief faculty and staff on information changes, problems, and improvements through presentations and personal conferences.
You will analyze courses of instruction to determine the most effective use of training technology, media selection, and return on investment.
You will analyze educational design conflicts and course plans to conform to education theories and practices.
You will develop assessment methods to manage and improve training designs.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, coordinating, and implementing curricula content review and re-engineering delivery projects for rating training managed by a learning center to support Ready Relevant Learning (RRL) and military training processes; 2) Validating and inputting project Plan of Action and Milestones (POA&M) data detailing timelines by rating for review of learning objectives, job duty task analyses, billet requirement data, and curricula; 3) Re-designing curricula, piloting new innovative training delivery methods and new curricula, and associated product delivery schedules, performance standards, and costs versus Return on Investment (ROI); and 4) Tracking introduction of restructured curricula and assessing modernized delivery project success.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
