This position is located in the VISN 4 Network Office and will serve as a Program Analyst for the Chief Nursing Line, assisting with the Quality Management Line.

Duties

The overall purpose is to provide direct organization wide support for administrative, analytical and evaluative management services essential to the principal mission and operation of the organization and enhance data management and program analysis services with the addition of performance focused expertise. The incumbent is responsible for collaborating with VACO, VISN, unit, and facility staff and serves as a subject matter expert for service-line operations within VISN 4. The incumbent will be responsible for management support and program oversight, to include administrative and analytical components. Major duties include, but may not be limited to: Assignments involves determining the nature and extent of data needs as they relate to organizational improvement and develop approaches best suited to meeting those needs. Refines the methods and techniques to be used for accessing, displaying, and analyzing the data. And to bridge the gap between the user community in a very broad multi-database environment. The incumbent keeps abreast of specialized information needs of users; maintaining a thorough understanding of data analysis requirements of key program staff; the increasing quantity of information available; changes in subject specialty, and changes in the means of accessing and disseminating information. Analyzes the applicability of standard information practices to specific circumstances and proposes regulatory or procedural changes to improve the effectiveness of technical data display and analysis. Collects and analyzes data/information from various sources to develop standard and custom reports based on requestors requirements; And, to provide strategic recommendations for improving systems and processes based on data analysis. Responsible for data extraction and reporting from various internal/external databases (VA and non-VA), to include data from all programs within and outside the organization. i.e., VistA, VSSC, a variety of VHA databases and Central Data Warehouse (CDW), VISN and national data bases. Performs thorough and accurate data management and analysis on large-scale assessment data, according to industry standards and within agreed upon deadlines. Creating and conducting quality control checks on data, from initial delivery to final analysis. Responds to specific inquires for data management information from a variety of individuals at various levels within and outside the organization. Utilizes a variety of automated and manual processes to organize and analyze information. To include designing and assembling database tables that are accurate and relative to the collected information and identifying comparative benchmarks. Ensuring key analytical projects are delivered within stipulated time frames. Develops new methods and techniques when necessary to capture and display data and designs and implements analysis procedures for generating reports. The incumbent is directly accountable for the overall coordination and implementation of a wide range of activities that are necessary to maintain and continually enhance the delivery of the Chief Nursing Office and assisting with the Quality Management Line. Develops and maintain effective office systems, standard operating procedures, communications, and make necessary changes to ensure efficiency of the VISN Chief Nursing Office. This includes incorporating an emphasis on a customer-focused environment, process improvements, and performance monitoring both within the work unit and in respect to interactions with the Medical Centers. May perform other duties as required. Work Schedule: 8:00am - 4:30pm, Monday - Friday Telework: Incumbent is required to report on-site at the HJ Heinz campus, twice per pay period. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining a thorough understanding of data analysis requirements; collecting and analyzing data/information; managing SharePoint sites and maintaining a system of records; and developing and maintaining effective office systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also qualify for this position by combining education and experience. If you are basing your qualification for this position on a combination of experience and education, one (1) year of full-time graduate-level education is considered to be the number of credit hours that represents 1 year of full-time study and must demonstrate the knowledge, skills, and abilities necessary to the work. Physical Requirements: The work is considered primarily sedentary in nature, but may involve some walking, standing, bending and carrying light items such as books and papers.
