This position is organizationally aligned under the Chief of Staff - Ambulatory Care Operations at the Jesse Brown VA Medical Center, Chicago, IL. (537) a Level 1a Complexity VAMC Facility. The primary purpose of this position is to coordinate and manage the provision of medical testing, treatment and/or procedures to both internal and external patients referred for diagnostic services and/ or treatment that are not available from VA sources.

Duties

DUTIES: On a regular and recurring basis, lead duties in this position consist of the following: Distributes and balances the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Keeps in touch with the status and progress of work and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work and maintain records of work accomplishments and time expended and prepare production reports as requested. Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. . Provides on the job training to new employees in accordance with established procedures and practices. Maintains a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up. Checks on work in progress or spot checks work not requiring review and reviews completed work to see that supervisor's instruction on work sequence, procedures, methods, and deadlines have been met. Amends or rejects work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards. Monitors working conditions such as seating, ventilation, lighting, safety, etc.; Informs employees of available services and employee activities. Resolves simple, informal complaints of employees and refer others to supervisor. Reports to supervisor on performance, progress, and training needs of employees, and on behavior problems. Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Work Schedule: Monday through Friday, 8:00 AM to 4:30PM. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: AT least one (1) year of specialized experience equivalent to at least the GS-6 grade level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience for this position consists of: Experience in positions that required knowledge related to areas such as patient scheduling, ancillary testing, referrals, and consultant procedures to ensure each patient is properly helped through the process. Knowledge of established veteran's preference providing appropriate appointment and treatment priorities, medications etc.; skill in performing medical administration duties and to orient and instruct professional staff in administrative clinical functions; skill in word processing, spreadsheet graphic reports and data base software to develop and maintain data basis and tracking mechanisms; knowledge of medical terminology, specific medications, and diagnosis specific to the off-station procedure request; ability to independently interpret and appropriately apply a vast myriad of VA rules and regulations to situations, choosing the most appropriate rule for the circumstances at hand; ability to incorporate concepts and changes in management policies and procedures into the administration of the authorized care program within the Medical Center. As a general rule education is not credible above the GS-5 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands: The physical demands of this position require stamina, fortitude, good health, control of emotions, flexibility, bending, sitting, twisting, turning, standing, walking, carry medical records and radiology files, repetitive keyboarding and occasional pushing and pulling of carts. Working Conditions: The work is performed primarily in an office setting or conference room. The incumbent observes normal safety precautions while working within the office setting and throughout the health care facility. The work requires safe work practices with office equipment, avoidance of trips and foils and observance of fire regulations. Incumbent works in close proximity to patients and is therefore exposed to communicable disease or some potential dangers and discomfort when in contact with psychiatric or substance abuse patients. Special precautions are required when working under such conditions.
