Duties

As a Program Manager you will use your knowledge, skills and abilities to assist Senior Leadership by planning, evaluating, integrating, and coordinating initiatives within CBP's Office of Human Resources Management and coordinating staff actions with CBP leadership, special staff, Directors, Division Chiefs, regional directors, and mission support staff. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10). MAJOR DUTIES AND RESPONSIBILITIES: coordinating with an Assistant Commissioner (AC) or other senior leaders in order to plan for short- and long-term operations; assisting senior leadership with implementing HRM priority initiatives that require evaluation, planning, and collaboration within the HRM directorates and with other CBP and/or DHS components; securing appropriate funding, preparing, justifying, and managing program budgets and using cost-benefit analysis to set priorities and track expenses in support of the DHS mission; approving selections for subordinate positions and maintaining effective management-employee relations through communications and recognition of employee performance; reviewing position structure of organization to ensure that positions are established to promote optimum balance between economy, efficiency, and utilization of skills Telework may be available on a regular recurring or situational basis.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: managing, controlling, coordinating, and integrating major projects; developing, revising and implementing decisions, guidance, laws, regulations, and policy; managing and evaluating the effectiveness of department programs while planning for long and short range strategy programs; reviewing program progress, measuring performance and taking necessary corrective steps to modify actions, products, or services to ensure compliance with policies or to provide improved results.
