As a Program Analyst in the Strategic Planning and Reporting Branch, under the Deputy CFO for Strategic Insights & Budget at NASA Headquarters, you will work with the team responsible for NASA's Agency-level strategic & performance planning and resulting reporting processes and deliverables as required under the Government Performance & Results Modernization Act (GPRAMA). You will be expected to interact with relevant stakeholders across NASA and advise NASA leadership on performance reporting.

Duties

Support Agency-level annual strategic and performance planning cycles, resulting in the Annual Performance Plan. Ensure compliance with Government Performance and Results Modernization Act (GPRAMA) and OMB Guidance A-11. Manage quarterly and annual performance reporting, requesting reports from Mission Directorates, and turning those into required deliverables for Agency leadership and/or external stakeholders via the Annual Performance Report. Create quarterly reporting calendar and manage data collection for the Agency Priority Goals to Office of Management and Budget’s (OMB) government performance website. Manage Agency’s use of performance management and graphic design software, including supporting Mission Directorate points of contact with training and usage. Build and maintain network of performance community points of contact within NASA and leverage those relationships to achieve excellence in strategic planning, performance management and reporting. Build and maintain network of external contacts relevant to performance work within the OMB and the General Services Administration (GSA). Support analytical work and other projects as assigned in Strategic Insights and Budget. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: conducting engagement work, including developing or maintaining relationships with and communicating to a variety of internal or external stakeholders; ensuring consistency and alignment of strategic performance content with organizational priorities, budget submissions, or other relevant items; and handling high-level information and distilling the information into material that can be briefed to leadership and/or reported externally to stakeholders.
