This position is located in the Drug Enforcement Administration (DEA), Aviation Division.
This position(s) primary purpose is to conduct inspection, review, and verification of contractor's work efforts, deliverable products, and services, reports, plans and invoices under assigned contracts, as well as with monitoring of administrative, financial, and technical functions of the Aviation Aircraft Maintenance support contract which expands throughout various locations.

As a Quality Assurance Specialistyour typical work assignments may include:
Serving as a Quality Assurance Specialist monitors, inspects, and proposes measures to correct or improve DEA's aviation support final products in order to meet established quality standards.
Serving as a technical expert with a broad experience overseeing aviation support system programs to ensure compliance with quality assurance plans, identify inadequacies and develops corrective action for areas in need of improvements.
Serving as the Contracting Officer's Representative (COR) with responsibility for inspection, review and verification of contractors work efforts, deliverable products and services, reports, plans and invoices under assigned contracts.
Formulating, establishing and monitoring fiscal year budgets, plans and projects costs for each program manager.
Requirements

Qualifications
Applicants must meet the Individual Occupational Requirements AND Specialized Experience requirements as noted below. Qualification claims will be subject to verification.
Education: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Experience: Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

AND SPECIALIZED EXPERIENCE
You may qualify at the GS-12 level, if you fulfill the following qualification requirement: On year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Preparing and monitoring budgets and accounting reports; 2) Managing the procurement of aircraft parts and supplies, inventories, logistics, and repairs; 3) Monitoring contractor quality performance in accordance with plans and quality control programs; 4) Reviewing compliance with contract requirements to ensure quality of work performance; and, 5) Reviewing technical requirements, Statement of Work, Government Estimates, and Purchase Requests for Aircraft Maintenance Support contracts.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement: On year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Preparing and monitoring budgets and accounting reports; 2) Managing the procurement of aircraft parts and supplies, inventories, logistics, and repairs; 3) Assessing contractor quality performance in accordance with plans and quality control programs; 4) Verifying compliance with contract requirements to ensure quality of work performance; and, 5) Reviewing technical requirements, Statement of Work, Government Estimates, and Purchase Requests for Aircraft Maintenance Support contracts.
Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
