You will serve as a VISUAL INFORMATION SPECIALIST in the ADMINISTRATIVE DIVISION of NAVY WARFARE DEVELOPMENT.

Duties

You will serve as the administrator for the organization’s websites and handle web design and development, routine site and contact maintenance, and various updates to ensure website align with the goals and objectives of the center. You will collect and analyze website data statistics to prepare reports, and presentations to convey information to assist in the decision making. You will assess visual designs/arts and make recommendations for changes and improvements to contribute to the effective and efficient visual information communications display and dissemination for the organization. You will prepare technical publications and illustrations in pictorial terms while utilizing current state-of-the art computer graphic applications such as Adobe Photoshop/Adobe Illustrator/Adobe InDesign, and Microsoft Office. You will develop conceptual drawings and layouts in a variety of medium to support publications. You will provide professional technical illustration in support of end products under pressure of rigid time and production schedules. You will design and develop cover designs for publications such as book covers, brochures, briefs and other products.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using and knowledge of HTML/XHTML/CSS, Microsoft SharePoint Administration, American Forces Information Management System (AFPIMS), Bootstrap, and Google Analytics. Experience using Adobe Creative Cloud (InDesign, Photoshop, Adobe Illustrator), and other tools to create, edit, and develop visual images. Experience applying knowledge of visual arts methods, techniques, and materials in order to translate complex subject matter into understandable and attractive visual designs. Experience developing original designs, concepts, or visual styles for publications or presentation materials that present to the public the ideas or images desired by the organization, that evoke certain responses from viewers, and that reduce the cost of production, installation, or maintenance of the visual product. Experience using applications such as Federal Clip Art, Adobe Creative Suite, Adobe Acrobat, Microsoft Office 365 Suite, and Microsoft Windows, internet/search Engines, XHTML, CSS, scanners, Postscript printers for generating layouts and data proofs. Experience optimizing website loading speeds and capacity, debug pages and fix broken links or images, update website content, monitor and analyze site performance and address user complaints. Experience communicating information effectively by using computer graphics and desktop publishing equipment as well as other computer applications. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. n lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
