About the Position: This position is located at the 59th Medical Wing - Joint Base San Antonio - Wilford Hall Ambulatory Surgical Center; Lackland AFB, Texas.

Duties
Collect blood samples from inpatients, outpatients, and emergency room patients using aseptic techniques.
Verify proper patient preparation for tests requested by the provider, e.g., fasting, special diet, liquid intake, medications, etc., as well as appropriate sample collection procedure and sample transport requirements.
Utilize safety and infection control practices and procedures following established rules and regulations and maintains a safe and clean work environment.
Observe the patient for any signs or symptoms of physiological reactions after blood collection and takes appropriate emergency response measures to prevent injury and stabilize the patient.
Collect blood units for therapeutic phlebotomy and Blood Donor Center operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- A pre-placement medical examination is required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
- This position may include shift work (evenings, weekends, holidays).
- This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General and/or Specialized Experience: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with laboratory tests and support AND six months of specialized experience which includes performing tests, procedures, and related support work such as shipping specimens and calibrating laboratory instruments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).
OR
Education and Training: Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; OR (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentage.
AND
Certification Requirement: Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Laboratory Technician (MLT); Medical Technologist (MT); or Medical Lab Scientist (MLS). FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
