This position is located in the Business Controls and Information (TFAI) organization of Field Strategy and Operational Excellence (TFA), Transmission Field Services (TF), Transmission Services (T), Bonneville Power Administration (BPA).
A successful candidate in this position will serve as the technical lead of the Asset Management Data Team and technical expert responsible for development, maintenance, and enhancement of processes for asset data management, for all of TF.
Duties
As an Asset Management Specialist (Data Management), you will:
Leads project efforts in development, maintenance, and enhancement of processes for asset data management for all of TF.
Provides technical expertise and authoritative advice, counsel, and guidance to TF management and other asset management specialists. Provides advice and guidance to resolve, implement, or manage program or policy issues that involve major areas of uncertainty in approach or methodology.
Act as a primary point of responsibility for interfacing with TF management and external organizations for reporting and responding to asset data management-related requests, issues, and problems.
Determines the need for and oversees the development of written policies and procedures, and reviews and recommends approval upon completion.
Reviews productivity in all project areas and phases, monitors problem areas, and oversees implementation of solutions to project issues.
Plans and implements asset data management plans, strategies, and assessment processes for key programs where there are unprecedented and controversial asset data issues.
Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules to complete project assignments, and keep interested parties informed on project goals.
Researches and/or analyzes complex issues related to asset data conditions. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings.
Provides expert advice, training, and technical assistance to TF users of Asset Suite, Cascade, and other database systems (subject-matter experts, foremen, district/field engineers, craftsmen, managers, District Resource Specialists, and staff.)
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: (1) Experience in a range of concepts, laws, regulations, and policies applicable to solve problems impacting user's respective functions, and (2) to maintain data integrity or develop processes or policy to ensure changes meet compliance and other program requirements.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
