THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION DUTY LOCATION: Human Resources Office (HRO), Middletown, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.

Duties

This National Guard position is for a HR SPEC (EMPL BEN) (Title 5), Position Description Number T5093000 (GS-07), T5036000 (GS-09), T5028000 (GS-11) and is part of the CT HRO ANG, National Guard. JOB SUMMARY: The primary purpose of this position is to serve as the statewide functional expert and point of contact with management, supervisors and employees in the administration of the employee benefits program. The major duties include, but are not limited to: Manages and administers a variety of personnel programs, advises management and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). Analyzes, interprets and clarifies policies, directives and other issuance by OPM, NGB, and DoD for statewide application. Responsible for administering the benefits program and provides advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act. Responsible for the accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, within-grade increases, awards, etc., to include completion of supporting forms, records and documents Ensures personnel actions are processed and copies are distributed to the appropriate supervisors and employees. Manages, administers and provides advice and assistance on compensation/pay programs including hours of duty, premium pay, and technician security clearances.

Requirements

  • Irregular and/or (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: GS-07 REQUIRES 12 MONTHS: Experience equivalent to at least the next lower grade (GS-05). Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. GS-09 REQUIRES 12 MONTHS: Experience equivalent to at least the next lower grade (GS-07). Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. GS-11 REQUIRES 12 MONTHS: Experience equivalent to at least the next lower grade (GS-09). Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and skill in applying a wide range of HR concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive employee benefits HR management advisory and technical services on substantive organizational (ANG and ARNG) functions and work practices in assigned programs. Knowledge of a wide range of recruitment and placement regulations, policies and procedures including the local merit placement plan, and an understanding of numerous GS and WG occupational qualification requirements to develop vacancy announcements and to analyze and evaluate individuals' basic eligibility for a variety of clerical, and lower graded technical, administrative, wage positions. Knowledge of position classification rules, regulations, and procedures to provide classification assistance on a variety of clerical, technical, and wage positions, which have standard career patterns, using standards that clearly apply or that are used for cross-series comparison. Knowledge of employee relations principles and practices and counseling techniques required to perform recurring types of technical work which contribute to morale, motivation or discipline of employees (to include the incentive awards program), and to resolve minor conflicts or problems with employees, supervisors, union officials. Knowledge of employee development principles to present established course materials such as those covering administrative-related matters, to recommend changes in course curricula, updating course materials. Knowledge of regulations covering Federal employee benefits. Skill in the use of an automated personnel system. Knowledge of, and skill in applying fundamental HR management methods, principles and practices and standardized analytical, and evaluative methods and techniques to advise on and or resolve moderately complex, non-controversial and/or recurring workers' compensation, employee benefits, and retirement issues and problems for which there are one or more readily apparent solutions; to advise, assist managers and employees; to apply rules and regulations; and to research and analyze policy regarding a variety of HR issues. Ability to interpret and analyze basic issues of fact and law. Ability to perform management advisory services and/or make informed judgments on specific retirement, worker's compensation, and leave issues/cases. Knowledge of the organizational structures of the ARNG and ANG. Ability to communicate both orally and in writing sufficient to develop and present findings and determinations to management and employees to gain acceptance and understanding of findings and recommendations.
