This position reports to the VISN Telehealth Program Manager. The primary purpose of the position is to support the VISN-wide telehealth technology management program and the mobile applications program throughout the Great Lakes Health Care System.

Duties

Duties include, but may not be limited to the following: Requires the ability to network and build coalitions with many different stakeholders as the position will serve the VISN telehealth program. Provide administrative and quality management oversight of Integrated Automated Clinical Support (Annie), and other mobile health applications. Is responsible for supporting the VISN-wide technology management program by ensuring smooth, efficient operation of all the telehealth modalities and related equipment. Leads the VISN's efforts and directs activities to support mobile health applications (apps) with healthcare providers and patients and serves as liaison and administrator to national and facility teams. Serves as the technical Subject Matter Expert (SME) and technical team leader on the setup, configuration, maintenance, repair, and testing of all telehealth equipment and apps. Collaborates with VISN leadership in the strategic planning process, ensures that telehealth technology and apps strategic deployment align with VISN 12 key performance measures. Incumbent collaborates with numerous nurse managers, clinical directors, and administrative leaders to ensure successful rollout of all telehealth programs and apps throughout the VISN.. Provides and/or schedules training for VISN telehealth and facility staff members on upcoming telehealth technologies and/or telehealth technical processes and apps. Manages critical operations of all telehealth technical programs for the VISN and acts as the Project Manager for major deployments, upgrades, retrofits, or refresh projects. Manages complex projects with multiple technologies, programs, and/or multiple stakeholders, managing project staff and insuring that assigned tasks are completed timely and correctly. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Basic Qualifications: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: -Missions, organizations, programs, and requirements of health care delivery systems; -Regulations and standards of various regulatory and credentialing groups; and -Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the overall functions of the network, including knowledge of its responsibilities; knowledge of policies which affect the network and have an impact on the Network facilities. Expert analyst who has mastered the application of a wide range of quantitative and/or qualitative methods for the assessment and improvement of complex management processes and systems. This includes knowledge of the Network's program goals and objectives, the sequence and timing of key agency goals and milestones, and methods of evaluating the worth of program accomplishments. In addition to a high degree of analytical ability, position requires specialized knowledge of the basic principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the particular health care delivery system in which they serve. Advanced knowledge of computer programs including Microsoft Office, Outlook, Word, and Excel. Ability to collect and analyze data, create data bases, prepare statistical summaries. draw conclusions and recommend appropriate actions that arc germane to the mission. Advanced skill in researching, abstracting, summarizing and presenting data for project or report presentation. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness. Ability to plan effectively, set priorities, and coordinate activities so that deadlines are met and work is product in a systematic manner. Ability to establish workflow methods and procedures, determine work to be accomplished and set work priorities. Skill in organization and office operations sufficient to provide problem solving support to other network staff and staff at network facilities. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
