The primary purpose of this position is to perform work that involves developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program within the assigned organization. This position serves as the Equal Employment Manager with full responsibility for establishing, organizing, and directing an Equal Employment Opportunity (EEO) Program. Informs and advises management officials and employees on EEO program requirements.

Duties

General Description: Provides quality EEO products and services, advice and direction on issues related to the administration and management of an EEO program and the impact of organization policies, plans, practices and decisions on personnel. Manages the complaint program to include, intake, counseling, mediation, coordination and compliance. Major Duties but not limited too: Serves as the principal advisor to the organizational leadership and staff for a facility by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies, and decisions. Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan. Coordinates EEO activity with the Human Resources Office(s) staff and establishes and maintains effective contacts with community elements interested in equal opportunity; serves on and assumes a leadership role on committees, which are decision making or recommending bodies on matters concerning position management, recruitment, training, promotion, job design, reduction in force and other employment services, to assure appropriate consideration of EEO impacts and responsibilities. Manages the EEO Complaints processes. Assures formal complaints are processed within established time limits and in accordance with published regulations and policies. Maintains strict impartially when working with complainants and responsible management official (RMO) Requests assignment of investigators and complaints examiners; provides them with administrative support; arranges for documenting the record and assures availability of witnesses. This position has primary responsibility for a total equal employment opportunity program that meets basic requirements for complying with laws, regulations and agency policies. This responsibility includes accountability for performance of the assigned program, e.g., planning, organizing, directing, staffing, coordinating, reviewing and evaluating the program. Assures oversight of staff members; correct interpretation of agency policies and procedures for the organization as they relate to complex discrimination complaints and monitors complaint activities, analyzes trends, and identifies problems requiring correction. Directs and/or personally serves as a program manager for Special Emphasis Program's (SEP), such as Federal Women's Program (FWP), Hispanic Employment Program (HEP), Black Employment Program (BEP), Disability Employment Program (DEP), Native American Program, and Veterans Program. Work Schedule: 08:00am-4:30pm, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program within the assigned organization 2) Provides quality EEO products and services, advice and direction on issues related to the administration and management of an EEO program and the impact of organization policies, plans, practices and decisions on personnel. 3) Serves as the principal advisor to the organizational leadership and staff for a facility by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies, and decisions.4) Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan. 5) Manages the EEO Complaints processes. Assures formal complaints are processed within established time limits and in accordance with published regulations and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. No special physical demands are required to perform the work.
