Vacancies will be filled in the following specialty areas:
Tax Forms and Publications, Multilingual and Agency Services Branch, Linguistic Policy, Tools and Services Section
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Collects, develops, analyzes, and disseminates information related to violations of tax, currency, and other laws and regulations, so as to assist operating elements in selecting and conducting complex tax investigations. Analyzes collected information, resolving conflicts in data and reconstructing missing information, to produce a more complete picture of tax-related activities and to support criminal investigations currently underway.
Correlates collected information by arranging and evaluating available data so as to identify all possible sources of information that will substantiate or refute information presently available. Identifies and investigates separate issues that may grow from assigned cases.
Participates in the preparation of strategic enforcement trend analyses and forecasts needed by management for policy planning and resource allocation. Reviews investigative reports and prepares finished reports that assess the impact of events upon specific aspects of tax administration.
Determines the impact and possible consequences of criminal and financial activities on Criminal Investigation's operations.
Relative to study results, prepares instructions, guides and other data for use by technical personnel and participates in the review and evaluation of the reports received.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT:SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: A wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Spanish. You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for these positions.

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
