The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Provides technical guidance on issues, proposals, and activities impacting program operations, and ensures operating units are in alignment with regulatory and administrative provisions and requirements.
Reviews proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as analyzes and evaluates new requirements, policies, and modifications for impact on program operations, systems, and resources.
Coordinates site visits to conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required.
Provides technical advice and staff assistance to field managers and employees in the operational program area assigned. Adapts and prepares operating guidelines, instructions, and other material pertaining to assigned program area for local use.
Prepares reports concerning identified issues to explain program differences and recommend improvements and/or corrective action for program operations, where differing or competing viewpoints may occur.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience equivalent to the grade 11 level.
Your experience must demonstrate knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals;
Experience using knowledge of cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations;
Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives;
Experience in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations;
Experience using knowledge of the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports;
Experience using oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
