About the Position: This position is with the U.S. Army Engineer Division located in Winchester, VA. Visit the US Army Corps of Engineers, Transatlantic Division website at the link here. This position may be filled as a Temporary Promotion NTE 13-months by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.

Duties

Serves as the Program Manager (PM) for the USACE Deployment Center (UDC). Develops guidance and recommendations for improving the effectiveness and efficiency of Corps deployment and redeployment processes. Develops and maintains concepts, plans, annexes and procedures to assure TAC's readiness to execute peacetime, contingency and wartime missions. Develops conceptual and organizational strategies for transformation of Corps deployment and redeployment policies and practices. Serves at the USACE Deployment Center-Mobile (UDC-M) supervisor, mission planner and facilitator. Develops and maintains the UDC budget. Provides costs, expenditures, and related information to Plans and Operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
  • Incumbent is required to remain accessible during duty and non-duty hours via telephonic communications system to respond to emergency operation activities.
  • Position may be required to perform TDY away from home station, which may include overnight travel, with short notice and for extended periods.
  • Travel by boat, plane, helicopter, train or car may be required.
  • Travel during natural disasters and military contingencies may be subject to hazards.
  • Incumbent is required to remain in good physical condition, capable of short notice deployments tohazardous areas with austere living conditions.

Specialized Experience: One year of specialized experience which includes evaluating and performing deployment operations in support of civil and military contingencies, training and exercises; Managing the coordination and integration of resources resident throughout the organization to ensure appropriate processes are applied and followed by personnel deploying in support of both civil and military contingency operations; Ensuring functionality of center IT infrastructure, integrated secure networks and advanced technology; Developing and maintaining budgets for assigned program; Coordinating the handling and management of contingency funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
