Duties
Furnish legal advice and guidance related to contract law with an emphasis on contract administration, to top level personnel in DCMA Headquarters, the Regions, and legal offices located at Contract Management Offices.
Act as one of the Contract Law advisors to the Agency Director, Agency General Counsel, Regional Counsel, and the attorneys in the Contract Management Offices.
Handle or assist other counsel in Bid Protest activities.
Manage Agency contracts law programs as necessary.
Conduct research and prepare legal memoranda to clarify and provide legal interpretations of contractual provisions, new directives, and regulations.
Advise the Agency's acquisition policy representative on rulemaking procedures and implications of proposed or final rules involving newly enacted legislation, executive orders, and DoD Directives.
Provide expert advice and counsel to Headquarters in accomplishing the DCMA contract administration mission under FAR Part 42 and DFARS Part 242; provide interpretations of contract provisions, laws, and regulations.
Advise on the legal implications of proposed and newly enacted laws, regulations and policies that will have an impact on the administration of contracts.
Conduct research and prepare legal memoranda to clarify and provide legal interpretations of contractual provisions, new directives, and regulations.
Maintain a preventive law program to identify and resolve contract law issues at the earliest possible time in an effort to avoid operating problems and litigation.

Qualifications
To qualify, applicants must possess the first professional law degree (LL.B. or J.D.).
Applicants must provide proof that they are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof is a "certificate of good standing" issued by your state of licensure within 6 months of the date of application or a screenshot of your bar status taken from your state of licensure website dated within six (6) months. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good standing and in active status prior to appointment.
Applicants must possess professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education and training are relevant to the duties and responsibilities of the announced position. Applicant resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the position at the appropriate level, with at least one (1) year of recent and relevant Federal acquisition law experience at the NH-02 (GS-11) level or equivalent.

Ability to provide accurate, timely, responsive and ethical legal advice and counsel that addresses the operative facts and applicable law and provides clear and workable guidance.
Ability to provide effective support working cooperatively with senior level civilian and military clients using problem-solving skills to facilitate consensus solutions.
Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving).
Excellent oral and written communication skills and proficiency as an advocate.
Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.
Additional selection factors:
Federal sector legal experience, preferably DoD, in the following is not required but will be given favorable consideration: employment, fiscal, Government contracts, intellectual property, information, or administrative law.

Education
