Public Health National Program Office (PHNPO) is a service within the Patient Care Services, the Veterans Health Administration (VHA), the Department of Veterans Affairs (VA), bringing a public health approach to protecting the health of Veterans and staff. The PHNPO encompasses the Public Health Reference Laboratory (PHRL), Public Health Biorepository, and Public Health Research Center.

Duties

Major duties include but are not limited to: Oversees the acquisition efforts of Public Health complex medical devices, diagnosis instrumentation, equipment, reagent, and supplies. Serves as lead acquisition program strategy into a viable approach for procuring these complex and highly regulated equipment for Public Health Reference Laboratory, Public Health Biorepository, Public Health Research, Public Health Biosafety, Public Health Biosurveillance, and Public Health Climate Change. Develops supplier/vendor qualifications that meet Public Health, accreditation, and regulatory requirements. Evaluates and select potential suppliers, and vendors based on their ability to meet specified requirements, including quality requirements. Defines the type and extent of control to be exercised over the product, services, suppliers, contractors, and vendors, based on the evaluation results. Establishes and maintains records of acceptable suppliers, contractors, and vendors. Evaluates complex medical devices, diagnosis instrumentation, reagent, and supplies acquisition planning actions, adjust those plans according to policy and program risk, and coordinate source selection. Makes recommendations to support management decisions related to improving processes such as equipment support, equipment utilization, maintenance requirements, and selections. Handles quality control issues related to significant medical devices, diagnostic instrumentations requiring management emphasis because of their unusual operational importance or criticality to a regulated equipment. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluate the regulatory compliance of regulated device by relevant standards and regulations. Review and assess regulated devices documentation, labeling, and design to ensure alignment with regulatory requirements such as those set forth by the Food and Drug Administration (FDA). Apply statistical and analytical techniques to analyze the utilization data and identify patterns, trends, and insights. Communicate findings, trends, issues, and opportunities for improvement and recommendations to management, leadership, and stakeholders. Manage the acquisition process from requisition to delivery, including coordination with various stakeholders, tracking orders, and ensuring that regulated equipment and devices are installed and performed correctly. Preferred experience, not required, but preferred: Records Management, TMS, Laboratory Billing and program management certification, and COR. You will be rated on the following Competencies for this position: Biomedical Equipment Technology Analysis and Problem Solving Communications Contracting/Procurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is typically performed in an office setting.
