Located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Durham VA Health Care System (VAMC), Greenville Health Care Center, office of the Associate Administrator. The incumbent provides support for the Greenville Health Care Center and Morehead City Community Based Outpatient Clinics (CBOCs) for all Administration divisions such as Maintenance & Operations Division, Projects and Planning Division, and Space Management.
Duties
Major duties include but are not limited to:
Provide valuable assistance in project development (planning, design and construction).
Works with shop maintenance personnel to assist in developing plans and specification for Health Care Center and CBOC level projects.
Serves as a significant Subject Matter Expert (SME) for the review on project design drawings and specifications. Coordinates the input of subordinate trades/sections during reviews.
Works closely with the Associate Administrator, Contracting Officer, and Building Lessor's in planning the Health Care Center and CBOC needs. Establishes project priorities, scopes, budgets, impacts and domino relationships.
Provides direct supervision to employees performing a variety of duties supporting the Maintenance and Operations Section of the VA Health Care Center.
This responsibility includes development of performance standards, writing position descriptions, evaluating work performance, counseling of employees whose performance is marginal or unsatisfactory, and initialing disciplinary actions when necessary.
Hear and resolves complaints from employees.
Explains management policies to employees and provides technical and professional administrative guidance and counseling.
Incumbent is responsible for oversight of all maintenance contracts for Facility Management Service including development of new contracts and administration of existing contracts. Incumbent serves as Contracting Officer's Technical Representative (COTR) on maintenance contracts.
Examines material being incorporated in the work to determine the acceptability of materials.
Inspects construction efforts in conjunction with local points of contact and ensures all aspects of work related to healthcare renovations are coordinated. Ensures that safety practices are being followed.
Perform other job related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience maintenance of facility buildings, structures, and leased building contracts. Experience supervising staff and resolving customer and employee complaints.

To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. Ph.D. or equivalent doctoral degree

Physical Requirements: The work requires some physical exertion such as long periods of standing, walking over rough or uneven surfaces, recurring bending, and stooping, stretching, reaching or similar activities. The incumbent is required to have the physical ability to work in areas where routine lifting of heavy objects of 50 lbs. or more, climbing tall ladders, kneeling, pushing, pulling, stooping,
crouching, crawling in limited space, and other physical efforts or stresses may occur. The incumbent must utilize specific personal protective equipment such as respirator, dusk masks, ear protection, eye protection, and radiation protection. The incumbent is enrolled in both the asbestos and lead hazard monitoring programs, which require annual physical exams as well as competency training. The incumbent must be able to defend oneself and others against physical attack.
