As a Supervisory Program Manager, you will perform the full range of supervisory functions and manage a team engaged in the overall direction, management, development, and execution of the OCC's program management function. You will serve as the primary technical expert related to the planning and management of high level, multi-year projects. Although this vacancy announcement lists multiple locations, Alternate Location Arrangement will be considered.

Duties

This position is located in the Office of Management, Office of the Chief Financial Officer, Strategic Management. As a Supervisory Program Manager, you will: Provide expertise and oversight involving projects associated with immediate and long-range financial resource goals, objectives, plans, and schedules. Oversee and manage the OM Project Management Office and advise on program and portfolio execution. Lead a team responsible for planning and managing a diverse and complex array of detailed plans, tasks, milestone dates, independent cost estimates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Manage short-and long-range planning activities that include multi-year work plans that are the products of subordination organizational projects/programs. Oversee the development and implementation of key metrics to monitor and assess the progress and effectiveness of OM's project management program. Oversee program definition and design, conduct needs assessment and gather data to firm up program requirements, design program parameters with input from stakeholders, and develop program implementation plans and evaluation processes, and develop business case analyses. Advise senior executives on ways to improve or sustain the effectiveness of their programs. Partner with senior leadership to ensure that new projects, programs, and portfolios will result in the accomplishment of desired outcomes.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level in the Federal service. Examples of specialized experience for this position include: Conducting research and data analysis to advise stakeholders on strategic planning recommendations; AND Developing performance metrics or maturity models to measure the effectiveness of strategic or other types of plans; AND Leading the activities of a project, team, or organizational unit. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
