This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Construction Control Representative position, Little Rock District Engineering and Construction Division. This position is located in Tichnor, Arkansas. This vacancy may be filled at the GS-09, GS-10, or GS-11 level. Promotion is at management's discretion.

Duties

You will conduct detailed inspection of construction activities. You will check contractors' and inspectors' work for overall compliance with plans and specifications. You will obtain engineering data for discussions with supervisor on construction and engineering problems or controversies. You will promote safety in construction operations and ensure compliance with safety requirements. You will study plans and specifications to obtain a thorough knowledge of construction requirements and design criteria. You will make recommendations for change in design, specified use of materials, and or/construction procedures.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GS-11: One year of specialized experience equivalent to the GS-10 level in the Federal service which includes: 1) Inspecting construction sites to ensure compliance with contract plans and specifications; AND 2) Reviewing construction plans and specifications for projects to determine Bidability, Constructability, Operability, Environmental, and Sustainability (BCOES). For the GS-10: One year of specialized experience equivalent to the GS-09 level in the Federal service which includes: 1) Assisting with inspections of construction sites to ensure compliance with contract plans and specifications. For the GS-09: One year of specialized experience equivalent to the GS-08 level in the Federal service which includes: 1) Maintaining inspection records for construction projects.
