The primary purpose of this position is: To serve as the Director of Staff for the Wing Commander and Vice Commander, exercising management authority over the Wing's Command Staff operations and assist leadership in maintaining the forward direction of the organization mission.
Duties
Plans, organizes, and oversees the Staff Activities of the 7th Bomb Wing (7 BW), ensuring that the functions and activities within the Wing comply with legal and regulatory requirements and meet Wing needs.
Exercises supervisory personnel management responsibilities.
Represents the 7 BW with a variety of installation and functional area organizations.
Establishes defines and implements requirements for staff programs to ensure services and functions are in line with organizational goals and mission requirements.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW,
DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge and understanding of the military institution, culture, demographics, management principles, practices, methods and techniques, and skill in integrating management services with general management of an organization. Knowledge of leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and direct ad hoc teams. Skill in organization, detail orientated work and analytical skills used to run a military day-to-day operation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Skill in organization, detail orientated work and analytical skills used to run a military day-to-day operation. Extensive knowledge and understanding of the military institution, culture, demographics, management principles, practices, methods and techniques, and skill in integrating management services with general management of an organization.
Knowledge of leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and direct ad hoc teams.
Skill in analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation.
Skill in written and oral communication sufficient to allow for professional writing, speaking clearly, concisely and with technical accuracy and the ability to interact persuasively with other senior management and community leaders, in negotiating major issues of importance to the 7 BW.
In-depth knowledge of personnel management, EEO and safety and security regulations, practices, and procedures. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff on an organization through subordinate supervisors.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a
cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
