The primary purpose of this position is to Performs broad-based analyses of rapidly evolving information technology (IT) issues and make recommendations for their selection and exploitation.
The organizational location of this position is the Cybersecurity/Chief Information Officer (CIO) Support Division of the Operational Architecture,
Command, Control, Communications & Computers (C4) and CIO Support Directorate, United States Cyber Command (USCYBERCOM).
Duties
Performs CIO/RM/C4 Program/DoD Customer Community Requirements Analysis. Maintains current and comprehensive knowledge of the DoD CIO/RM/C4 program landscape, including current and projected operational requirements, with specific emphasis on INFOSEC and PLCYPLN-related operational requirements.
Performs Policy Analysis and Development. Participates on enterprise-level and inter-agency boards, panels and working groups which serve as the forums in which DoD CIO/RM/C4 program policy directives are negotiated and defined. Represents the J6 and/or Command as a member of these groups.
Performs policy interpretation and implementation. Disseminates policy directives throughout the Command and the supported CC/S/A/FAs, including the development of supplemental guidance materials essential to ensure affected organizations' understanding of implications for their operations, and full and proper implementation.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.

Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of and skill in applying information systems security principles and concepts, including knowledge of emerging CIO/RM/C4 cyberspace concepts, practices and tools. This broad-based knowledge is essential to enable the incumbent to make substantive contributions to efforts to identify and validate the projected CIO/RM/C4 operational requirements of the many and functionally diverse cyberspace elements served; identify what aspects of those requirements cannot be met using existing CIO/RM/C4 capabilities, including policy directives and other guidance materials; and contribute substantively to refinement of plans and other guidance materials to ensure the Command identifies implements CIO/RM/C4 development and acquisition efforts that best address operational requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying CIO/RM/C4 concepts and facilitating technologies and tools to lead and facilitate strategic planning for the evolutionary development of a secure C4 infrastructure.
2. Ability to apply broad knowledge of the cyberspace functional roles and responsibilities of DoD, Intelligence Community (IC) and other cyberspace program participants to lead collaborative action on CIO/RM/C4 policy and enterprise-level strategic planning efforts.
3. Knowledge of and skill in applying structured processes relevant to DoD CIO/RM/C4 policy development and strategic planning.
4. Ability to perform and lead broad-based assessments of emerging information technologies, design concepts and hardware/software products to make recommendations regarding selection/exploitation to address unmet operational requirements.
5. Ability to plan, manage and coordinate fact-finding and analytical projects requiring collaboration with and the cooperation of various internal components and external organizations.
6. Ability to document and convey/justify the CIO/RM/C4 strategic plans objectives of a large, complex organization.
