If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Exercises significant responsibilities in dealing with officials of other units or organizations or in advising management officials of higher rank. Ensures resources and activities are focused towards issue resolution. Keeps employees informed of management policies, federal employment benefits and responsibilities, and administrative matters. Identifies and facilitates delivery of tools such as workspace, research materials, up-to-date technology and supplies to field using efficient, cost effective means. Allocates resources to ensure fair and equitable treatment of taxpayers. Evaluates the effectiveness of the organization using systems analysis techniques, management information systems data, contacts with customers, and other sources, engaging internal and external stakeholders in joint efforts for process improvements

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: SPECIALIZED EXPERIENCE: IR-01 LEVEL To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight. Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others. Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled. Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. In addition, your specialized experience must also include working in the international tax law domain. Examples of international tax experience includes Individual International Tax, Transfer Pricing, Business International Tax, Internal Revenue Code Chapter 3 (Withholding of Tax on Nonresident Aliens and Foreign Corporations), Chapter 4 (Taxes to Enforce Reporting on Certain Foreign Accounts), Chapter 61 (Information & Returns). AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
