The Lead Accounting Technician is located in the VISN 6 Centralized Finance Service (CFS) in Roanoke, Virginia. The primary purpose of the position is to maintain General Ledger Control Accounts and Subsidiary Records for Medical Care, Facilities, Administration, and Information Technology appropriations, Research, General Post Funds and Suspense Account Funds for VA Medical Centers (VAMCs), Community Based Outpatient Clinics (CBOCs), Vet Centers and contracts with other facilities.
Duties

Duties include, but are not limited to:
Independently distributing and balancing workload among employees in accordance with established work flow or job specialization.
Independently creating training programs and provides training to technicians, especially newly hired technicians.
Ensures that standard operating practices are created for processes and ensures consistency in processing similar and routine transactions.
Assists the Supervisory Accountant and acts on behalf of the supervisor during absences.
Serves as a primary back-up for accounting technicians during absences. Therefore, the incumbent is considered a specialist in all functions of the accounting technician duties.
Technically responsible for the maintenance, auditing, and reconciliation of Financial Management System (FMS) and Integrated Funds Control, Accounting, and Procurement (IFCAP) accounts, for the preparation of accurate and timely reports, and for the control of funds.
Determines the nature of errors and makes adjustments in the correct appropriation to a variety of interrelated accounts.
Researches, interprets, and audits which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; establishes routines for input of these transactions. Assigns transactions that will have the proper accounting effect.
Documents financial transactions to assure a proper audit trail.
Verifies pending items daily to weekly and ensures that follow-up action is taken on all items pending for excessive periods of time.
Receives, evaluates, processes, and reconciles payment vouchers, vendor invoices, beneficiary travel invoices, departmental billings, employee reimbursements, and field service receipts, review of journal vouchers to determine propriety, validity, budget, expenditure limitation, completeness and correctness of accounting data/documents daily.
Daily utilizes automated accounting systems or environments to provide clerical, financial management functions where there is a significant interface with automated management systems, Microsoft Office and corresponding programs, and Internet Explorer.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-08 Grade Requirements
Specialized experience: In addition to meeting the time in grade, you must have one year of specialized experience equivalent to at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as but not limited to: Performs budget administration support, financial systems support, accounting technician, accounts payable and maintains overall control of Accounts Receivable; Researches, interprets, and audits which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; Audits and maintains financial accounts and accounting data daily and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data; Incumbent utilizes automated accounting systems or environments to provide clerical, financial management functions where there is a significant interface with automated management systems; Presents forms and reports by way of spreadsheets, Word documents, and other formats; Maintains standard operating procedures to ensure processes are consistent within the unit and policy changes; Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies; Independently creates training programs and provides training to technicians.

Physical Requirements: The work is primarily sedentary with some walking, standing, and bending. Incumbent may be required to lift and move files/printouts. The incumbent works in an office setting involving everyday risks or discomforts. Work assignments require the incumbent to use a personal computer requiring a considerable amount of keyboarding while sitting. Normal safety precautions are required.
