This position is located within the Purchasing & Contracting (P&C) Department of Base Los Angeles, Long Beach (LA/LB), detached from the main installation and located in San Pedro, California.
Duties
The incumbent shall support Base LA/LB and all Areas of Responsibility (AOR) field units and adhere to Simplified Acquistion Procedures (SAP) for the acquisition of supplies and services and construction. The incumbent shall become familiar with and execute purchases through the Federal Supply Schedules, other agencies' contracts and Coast Guard contracts, as appropriate. Incumbent shall, as necessary, prepare and issue MIPRs and Interagency Agreements.

Qualifications
Basic Education Requirement: 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To Qualify for the GS-11 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of qualifying specialized experience include:
Reviewing request for procurements
Analyzing bids/proposals for conformance to the solicitation instrument.
Performing cost/price analysis
Negotiating with potential contractors
Monitoring contract administration
Evaluating contractor performance
OR
3 full academic years of progressively higher-level graduate education
OR
Ph.D.
OR
equivalent doctoral degree
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Student Loan Incentive: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
