Duties

WHAT IS THE CL-COMMUNICATION AND LIAISONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: COMMUNICATION AND LIAISON COMMUNICATIONS, INTERNET & DIGITAL SERVICES SUPPORT The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent is responsible for overseeing digital communication activities and intranet web content management of the in Communications and Liaison (C&L) intended for service-wide distribution, advising all levels in the organization on communication issues, web communications, education and information campaigns, providing input to and delivery of strategic communications plans, and serving as the point of contact for service-wide and business unit-specific messages. The incumbent is an expert on web-based communications and content management best practices that lead to an employee focused intranet. Additionally, the incumbent is responsible for developing, distributing, and measuring the effectiveness of communications strategies and products, developing digital communications vehicles (i.e., newsletters and intranet communications), and supervising the work of subordinate employees. The incumbent develops and delivers mission-oriented service and strategies, identifies and resolves emerging issues as applicable, and demonstrates substantive and meaningful involvement with processes to improve customer service focus and concern for meeting the needs of internal customers in a manner that provides them satisfaction. The incumbent is responsible for building effective working relationships with C&L counterparts throughout the IRS to achieve mutual program objectives. Performs other duties as assigned.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: IR-04 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the IR-05 grade level in the Federal service. Specialized experience for this position includes: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
