This position is located with the Bureau of Indian Affairs, Southern Plains Region, Southern Plains Regional Office, Indian Services - Program Services.
Position is Remote Eligible and has been determined that the duties of the position can be performed effectively from a remote worksite, however, final determination of the Duty Station/Location will be made by Management, which will be within the state of Oklahoma.
You must live within the state of Oklahoma.
Duties
Serves as awarding official for the award, administration and management, modification and close-out of Housing Improvement Program (HIP) contracts and grants.
Evaluate acquisition requests to determine the purchase description, performance work statement, specifications and/or drawings are sufficient to ensure their adequacy and successful procurement.
Prepare and negotiate complex agreements and understandings with other state or federal agencies.
Monitor contract agreements to ensure compliance and inspection provisions are met from start to completion.
Responsible for budgeting, program planning and development of cooperative relationships in the Agency and Tribes.
Maintains a cooperative working relationship with tribe(s), individual Indians, Indian lessors, tribal leaders, and other federal programs/officers.
Review Housing Improvement Program (HIP) applicants to determine eligibility.
Responsible for the oversight of availability and distribution of all Housing Improvement Program (HIP) funds for the region and tribes.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1101).
SPECIALIZED EXPERIENCE GS-13: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). This experience must include managing and coordinating the Housing Improvement Program (HIP) activities within the Region's jurisdiction; provide expert advice on the tribal contracting processes including relevant laws and regulations; provide leadership and/or management of Public Law (P.L. 93-638) Housing Improvement Program (HIP) contracts to include serving as an Awarding Official providing advisory services to develop, coordinate, negotiate, and award a variety of contracts and grants; provide assistance to tribes in developing annual housing plans; monitor contract and construction practices and procedures to ensure compliance with laws and regulations; and manage and coordinate the activities of the housing program to ensure that all program elements responsible for housing adhere to applicable, statutes, codes, regulations, and policies.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled.
