THIS IS A TITLE 5 EXCEPTED SERVICE POSITION WITH THE NEBRASKA ARMY NATIONAL GUARD.
This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), PD Number T5869000 and is part of USPFO-JFHQ, Nebraska Army National Guard.
Duties
As a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), GS-1109-13, duties include:
1. Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Ensures recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices. Performs complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable.
Incumbent serves as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Advises USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG). Provides training to Federal and state program managers and individuals with responsibilities associated with the Cooperative Agreements Program, ensuring applicable Program Managers and State Department of Military Affairs personnel comply with the provisions of regulations and laws pertaining to pertinent Cooperative Agreements. Develops and maintains reports to include the Financial Assistance Awards Data Collection (FAADC) reporting, CA Program status report to the USPFO, Installation Status Reports (ISR), and quarterly reports to the assigned State NG Chief of Staffs (Army, Air and/or Joint), Annual Assurance Statements, and various other required NG reports. Develops and maintains both internal and external Cooperative Agreement Standing Operating Procedures. Confirms available funds, monitors execution, and verifies distributions in all relevant different DoD financial management systems such as GFEBS, DEAMS, and DAI. Negotiates support agreements, collaborates with other ARNG, ANG units, and other Federal and non-Federal trading partners such as USAF, USN, USMC, USAR, USA (Active Duty), DIA, DLA, DARPA, GSA, GPO, USDA, NASA, DOE, USCG, and more.
2. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Participates in grant review meetings with key organizational and non-Federal recipients and provides administrative and budgetary information. Reviews periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NGB regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements. Reviews audit results and makes recommendations for resolution of audit findings. Provides subjective recommendations to the warranted grant officer, based on data reflected in the financial status reports, determines necessary action and prepares necessary documents.
3. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the grants management community. Inspects and reconciles Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Reconciliation of both federal and state books is required due to the federal and state cost-sharing partnerships. Provides technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, e-mails, etc. with non-Federal recipient and Federal staff.

- The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Qualifications
Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.
Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE:
All on-board Title 5 Excepted Service employees assigned to Series GS-1109 positions, Grants management work involves implementing and managing Federal grants and cooperative agreements and providing grants-related assistance and services. Federal grants are legal instruments reflecting the relationship between the Federal Government and a recipient when the principal purpose of the relationship is transfer of money, property, services, or anything of value to the recipient in order to accomplish a public purpose of service or simulation authorized by Federal Statue; and Cooperative Agreement includes assistance awards in which a grant is made that anticipates substantial involvement between the executive agencies, acting for the Federal Government, and the State or local government, or recipient during performance of contemplated activity.
For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.
For some occupations or positions, applicants must have had work experience that demonstrated KSA's in addition to those identified above. Positions with more specific general experience requirements than those described here are shown in the appropriate individual occupational requirements.
SPECIALIZED EXPERIENCE:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
