This position is located within the Business Management Service (BMS), Office of the Chief. Incumbent serves as Administrative Officer supporting management in meeting goals and objectives of administrative functions. The incumbent performs a wide range of budgetary, administration, human resources, procurement, contract, property, personnel and purchase card management functions, along with program analysis, office support, and monitoring the overall effectiveness of the BMS program.

Duties

Major duties and responsibilities include: Manages all administrative functions and collaborates with the other senior leadership, in providing day-today direction and oversight of various administrative operations. Interprets administrative policies, develops and implements local policies, develops standard operating procedures, defines administrative requirements, and provides advice to top management on related issues. Develops technical data, estimates, statistics, and suggestions which may be useful to higher management. Collects, analyzes and transmits work performance and man-hour data for use by management. Reviews and approves specific plans and procedures prepared by subordinate staff and/or supervisors. Assists in the performance of the full range of personnel management and administration for the service with varied functions and activities. Assists in budgeting and financial management for the organization, which includes budget formulation, justification, and execution; financial management; and financial reporting. Manages contracting and procurement for small procurements that require varying approaches. As aContracting Officer's Representative (COR) will initiate and prepare contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing budget and financial management for a program or department; Utilizing statistical, accounting, budget and economic principles and techniques; Utilizing multiple computer programs such as Microsoft Word, Excel, Power Point, Visio, Access and data collection resources; Communicating orally and in writing with a variety of individuals to obtain and provide information and to develop training; and Interpreting administrative policies, developing and implementing local policies and defining administrative requirements, OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one (1) year of graduate education (18 semester hours) to meet the qualification requirements. This may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of 18 semester hours) would be qualified for a GS-9 position. (Transcript Required) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of this position require some mobility between the Office and various other clinics/offices located at any of our health care system sites. General the work is sedentary but may require some slight physical effort.
