Program Support Assistant for Primary Care Service, providing logistical, administrative support in the management of Primary Care Service clinical and academic programs. Works at a two-divisional teaching hospital affiliated with the University of Kentucky Medical Center at the U.S. Department of Veterans Affairs Medical Center, Lexington, KY. Normally work at one location for the two divisions (Troy Bowling Division or Sousley Division) but required to work at the other location as necessary.

Duties

The program assistant is responsible for providing programmatic support in several key areas, including the PCMM package, clinic setup and maintenance, data mining/reporting, and support related to space and equipment. The incumbent will be responsible for maintaining the PCMM database for all of primary care entities throughout the hospital service area. Ensures implementation, monitoring and 2 evaluation of all administrative procedures related to PCMM operation and will act as the facility resource on all issues that relate to the Primary Care Management Module and the management of this vital database. Sets up all primary care teams and positions in the PCMM package. Maintains existing primary care teams, assigning and purging staff as appropriate. Enrolls/assigns all patients to all provider grids for the primary care teams. Investigates enrollment discrepancies identified by Vista Web, PCMM Web, databases, or other VA sites. Runs PCMM reports and provides the Business Manager with up-to-date information regarding enrollment, panel size, etc. Pulls data to ensure accuracy of transmitted data. Reviews data transmission errors and inconsistency logs to ensure PCMM data is accurate. Serves as resource for other medical center staff regarding PCMM. Provides general administrative support for clinic administrative processes to primary care clinics in the following areas: Initial clinic set up; annual clinic review; periodic clinic profile changes; review of waiting lists to ensure accuracy and compliance; review of recall entries and reports. Data mining and reporting. Provides ongoing as well as one time data to be used by the Business Manager, Service Chief, or other primary care service employees. Theis includes pulling data form Vista, PCMM, CPRS, and other data warehouses. Incumbent is expected to compile data into meaningful and concise reports. Reports will include performance data regarding noshows, waiting time, access, workload, clinical reminders. Reports will also include PCMM reports, provider/team change reports, and information from the recall system. Incumbent will also assist with DSS data requirements. Serves as a secondary ADPAC for primary care service and as such will be knowledgeable about packages used by primary care clinicians and support staff. These packages include but are not limited to CPRS, clinical reminders, recall and the wait list. Will be responsible for requesting computer access, troubleshooting computer problems, and assisting with training of staff regarding computer issues. The primary care program assistant will be responsible for generating clinic profile requests and will work with the providers and the Business Manager to ensure profiles are set up correctly. Attends and participates in ADPAC meetings. Generate and maintain list of ADP needs for the service and primary care clinical areas. Has working knowledge of administrative and clinical programs used in primary care including scheduling package, wait list, recall, PCMM, clinical reminder and CPRS. Requests access for new users and maintains list of users and the menus they are delegated. Assists with training of new staff, including providers, on use of the computer system; develops necessary training material to assist with this endeavor. Troubleshoots computer for office and clinic staff. The incumbent works with the administrative officer to ensure the for variety of activities associated with space and equipment including conducting inventories, requesting equipment and supplies for the team, and participating in meetings/discussions regarding construction/activation. Will serve as a data mining 3 resource, generating reports and pulling data regarding workload, wait lists, recall, PCMM, etc. Reports may be pulled from Vista, Data Warehouse, and various other sources. Will provide back up support to the CBOCs in the absence of the Primary Care Assistant/CBOCs. As environment and facilities support provides support to activities associated with environmental and facilities management including: performing the annual equipment inventory, compiling and requesting the annual equipment request, performing follow up associate with environment of care or safety rounds; assisting with activities involving construction, space modification, or activation of new space. Perform other duties as assigned. Work Schedule: Full Time Monday-Friday 7:30 a.m. - 4:00 p.m. or 8:00 a.m. - 4:30 p.m.. Position Description Title/PD#: Program Support Assistant/PD304990 Physical Requirements: Work is sometimes sedentary but requires walking, standing, and carrying of medium weight items, such as, patient records. Incumbent may be required to stand for long periods when conducting training sessions. Position requires travel between a two division medical center and may require occasional trips to the CBOCs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized experience may have been gained performing clerical and administrative support duties including providing training to other staff regarding administrative procedures; managing and monitor an office budget; tracking and compiling data for reporting purposes; performing office automation duties using software applications such as e-mail, word processing, spreadsheets, databases; composing, typing and editing letters and reports; public contact work; maintaining suspense action files to ensure deadlines are met; maintaining appointments, schedules and calendars; coordinating meetings and conferences; and, ordering and monitoring office supplies and equipment. OR, Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
