About the Position:
This position is with DoD Education Activity (DoDEA) HQ, Financial & Business Operations Directorate Human Resource Division Human Capital Management Branch.
Duties
Analyzes and evaluates the effectiveness of complex program operations in meeting Human Resources (HR) goals and objectives.
Supports DoDEA HR Division Chief and HCMB Chief by providing higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations.
Represents DoDEA HR and HCMB Chief at meetings with customers, higher headquarters, other agencies, and private industry.
Provides general management of assigned efforts, recommending and/or acting on plans, objectives, and actions.
Works with the stakeholders from across DoDEA and components of the Human Resources Division to support and maintain projects and programs that build a strong, motivated, viable, and engaged workforce.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience for GS 11: One year of specialized experience which includes: Assists Senior Analyst with developing strategies for improving program operations; Assists in developing strategies for improving human resources program operations; Assists in conducting projects and studies to evaluate ways to improve the effectiveness and efficiency of work operations in a support setting; Assist in performing program on-site and/or execution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, industrial engineering, industrial psychology, public administration, political science, criminal justice or government.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS 12:One year of specialized experience which includes: Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings; Assists in performing human resources program over-site and/or execution; Assist in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a support setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience for GS 13: One year of specialized experience which includes: Adapts existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems and issues; Human Resources Program ownership, over-site and/or execution; Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a support setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify.
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS 12 and/or 13.
