About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Interagency Task Force South, Innovation & Technology Directorate, U.S. Southern Command, Key West, FL.
Duties
Incorporates Standard Query Language (SQL) database management technologies to ensure appropriate administration and security of data utilized in application development.
Develops software programs, consisting of moderately complex decision making, assures optimum equipment utilization, achieves functional goals, and enhances program maintenance.
Maintains or assists in the maintenance of existing software systems, whether they are locally developed applications, or common off-the-shelf software used in performing such development.
Develops recommendations for implementation of existing application and provides training to customers.
Assists in the preparation of implementation plans to discuss methodologies to be used for development of such applications, and the integration into existing office computing environment.
Provides support to applications, which consist of numerous software programs, utilities, and tools, and which exist in a web-based application computing environment.
Serves as an Information Technology (IT) Specialist in the Directorate for Innovation and Technology providing support in the specialty area of programming, and problem resolution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to acquire and maintain a TOP SECRET-Special Compartment Intelligence (SCI) Security Clearance as a result of a Special Background Investigation (SBI).
- May be required to perform minimal temporary duty (TDY) travel (10% or less) within the United States. No OCONUS travel will be required.
- Must be able to move and lift items weighing up to 50 pounds.

In order to qualify, you must meet the education and/or experience requirements described below. To qualify based on your experience, your resume must describe at least one year of experience to the next lower grade (GS/GG-05) which prepared you to do the work in this job. Specialized experience is defined as experience which includes 1.) interacting with customers telephonically, in-person, or electronically to determine appropriate actions to resolve information technology application issues and 2.) applying a basic understanding of high-level programming languages such as html, java script, cascading style sheets (CSS), java, UNIX Shell, and SQL to accomplish detailed information processing.
In addition for this position individuals must also have IT-related experience. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT and should include information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
