You will serve as a ARCHEOLOGIST in the NAVY CLOSURE TASK FORCE - RED HILL DIVISION of COMMANDER NAVY REGION HAWAII. The salary range for positions filled at the GS-11 is $71,877 to $93,437. The salary range for positions filled at the GS-12 is $86,151 to $111,996.

Duties

You will assess archeological sites for resource utilization purposes (e.g., management, development, conservation) to provide recommendations on methods for site protection. You will assess proposed facility projects for potential impact to cultural resources (e.g., destruction of archeological sites and data) to mitigate actions. You will brief management on conservation program matters with departmental or organizational implications (e.g. issues with current practices or policies, regulatory compliance issues). You will identify ways to minimize adverse effects to historic properties. You will interpret environmental laws, regulations, and policies to effect good business decisions and successful cultural resource project execution. You will complete architectural or historic preservation forms (e.g., site-work activities, field journals) for documenting artifacts recovered during site excavation.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

  • In accordance with OPNAV-M 5090.1, Section 13-5.9 and DoDI 4715.15, the incumbent has training and expertise that meets the Secretary of Interior Professional Qualifications Standards, as set forth at 36 CFR 61.3 (3), (3) (b) and (3) (c).

Qualifications

FOR THE GS-12 GRADE LEVEL: In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing facilities planning and construction and operations to determine archaeological resource issues; 2) Interpreting cultural resources laws and directives (e.g., National Historic Preservation Act, National Environmental Policy Act, Native American Graves Protection and Repatriation Act. Archaeological Resources Protection Act or other laws and/or regulations) to manage existing and proposed programs, policies, laws, and regulations; 3) Implementing measures to mitigate cultural resources impacts.(NOTE: Your answer must be supported by information in your resume.) FOR THE GS-11 GRADE LEVEL: In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating technical information to determine if it achieves legal and regulatory parameters; 2) Developing plans of action and technical instructions and procedures for problem resolution; 3) Drafting measures to mitigate cultural resources impacts. WORK ENVIRONMENT: Work is in an office and field setting. During visits to sites and facilities there is some exposure to unfavorable conditions such as hazardous terrain, pests, dangerous chemicals, noise, fumes, contaminated water, and machinery. Requires occasional travel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

BASIC REQUIREMENT:

A. Have successfully completed a bachelor's degree or higher from an accredited college or university that included 3 semester hours each in the following course areas: history of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying AND Archeological field school.

B.
Have a bachelor's degree or higher from an accredited college or university with related curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A above (including archeological field school).

C.
Have a combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

D.
Have four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
