This position is located in the Federal Highway Administration (FHWA) Office of Human Resources. You will provide a variety of human resources management and advisory services in the following specializations: staffing and recruitment, pay administration, and policy.
This establishes an open continuous announcement which will be used to fill vacant positions throughout the open period of the announcement. The first review will be 10 days after the opening date.

Qualifications

For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included:
Experience providing advisory services and administering staffing and recruitment programs for assigned organizational areas. Experience may include: Merit Promotion, Delegated Examining, special hiring authorities, Pathways, and position management; AND
Experience working with internal customers to announce vacancies and hire a qualified workforce. Experience may include: Building Position Descriptions, Job analyses, and vacancy announcements; validating qualifications; setting pay; making offers of employment.
For the GS-13: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-12 grade level, which included:
Experience providing advisory services and administering staffing and recruitment programs for assigned organizational areas. Experience may include: Merit Promotion, Delegated Examining, special hiring authorities, Pathways, and position management; AND
Experience working with internal customers to announce vacancies and hire a qualified workforce. Experience may include: Building Position Descriptions, Job analyses, and vacancy announcements; validating qualifications; setting pay; making offers of employment; AND
Experience researching and utilizing Human Resources policies, procedures, and regulations (such as 5 CFR and OPM) to provide guidance to customers.
You cannot qualify on education at grades GS-12 and above, you must meet the specialized experience for each grade, which is cited above.
