The position is located within the St. Paul, MN Regional Office, Support Services Division. The incumbent serves as a senior accountant in the Support Services Division. Performs appropriated funds financial oversite for the Chief, Support Services and Director, including professional accounting and audit reviews; analyzes and verifies daily, weekly, monthly, quarterly, and yearly account records from financial service centers.

Duties

The incumbent in this position will serve as an Accountant in the Finance section of the St. Paul VA Regional Office (RO) Support Services division. The Finance section provides accounting and financial reporting of the St. Paul Regional Office. The Finance section implements VA accounting policy, performs financial management systems and general ledger operations, and prepares financial statements and other financial reports. Additionally, the Finance section audits and adjusts Veteran benefit payments, provides employee payroll and travel support, and performs budget analysis and development. Specific duties include: Ensure accurate reporting of all accounting, cost and budget data, and facilitate the efficient use of funds allocated for the RO. Serve as either the primary of alternative liaison with the Administrative and Loan Accounting Center (ALAC), and serve as ALAC's point of contact within the RO. Develop and implement electronic applications and spreadsheets. Conduct internal control reviews and prepare audit finding reports. Perform training needs assessment and prepare and present finance related training. Assist in preparing and maintaining financial budgets. Establish and monitor a system of internal controls to prevent over-obligation of funds, omission of obligations, or obligation of funds at a rate that would cause untimely exhaustion of RO funds. Design special administrative accounting reports for management. Analyze and interpret regulatory, fiscal, and accounting directives issued by VA Central Office, the Comptroller General, Treasury, and the Office of Management and Budget. Advise the Director and other staff officials of required procedures and potential impacts of evolving financial directives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Applicants must demonstrate that they meet the Individual Occupational Requirements and Minimum Qualification requirements as noted below. Individual Occupational Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (You must submit a copy of your transcripts to support basic education.) or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (You must submit a copy of your transcripts to support basic education.) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (You must submit a copy of your certificate to support basic education.); or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.(You must submit a copy of your transcripts to support basic education.) And Specialized experience for this GS-0510-12 position: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-11) in the private or public sector implementing generally accepted accounting principles (GAAP) and accounting standards, and maintaining data within financial systems; assembling, examining, and evaluating accounting records and reports; examining, interpreting, and analyzing important laws, rules, policies, and instructions to properly administer financial programs, as well as giving direction and counsel to managers on accounting and financial issues; account reconciliation, verification of various accounting data, and entry into accounting systems; and utilizing spreadsheets and other data management tools to manipulate the results of analysis and disseminate them to the agency's various levels of management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
