This position is in the office of Audits (AUD) which is part of the Office of Inspector General (OIG) for the U.S. Department of State (Department), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM) and International Boundary and Water Commission (IBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits and special inquiries involving overseas and domestic programs and departments.   

Duties

The incumbent will serve as AUD Compliance Manager (Supervisory Auditor), under the general direction and supervision of the AOQC Director.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). All applicants MUST meet one of the basic qualification requirements described below for this position: BASIC QUALIFICATION REQUIREMENTS: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.  (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science) or Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. IN ADDITION to meeting one of the basic qualification requirements listed above, to qualify for this position the applicant MUST have at least 1-year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the federal service. Specialized experience must be documented in your resume. Qualifying specialized experience must demonstrate the following: Experience in overseeing compliance process; providing day-to-day management and supervision of the on-going compliance analysis; reporting on audit recommendations.   Experience in supervising auditors and providing technical and administrative direction to subordinate employees performing the work and functions of the organization. Experience in conducting independent audit review work and follow-up reviews on selected audits and/or recommendations issued by an Office of Audits. Experience in providing leadership to assigned staff that contribute to or conduct compliance analysis and reporting and subject matter experts in statistical and data analysis.  In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others;  Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
