This position is located in the Pacific District Office. The incumbent serves as a Supervisory Management Analyst and member of the professional staff for the Director of the Pacific District. The incumbent is responsible for providing day-to-day direction to a staff that is responsible for monitoring and evaluating Regional Office workload and performance, conducting evaluative studies and serving as a consultant to the District Director.
Duties
Responsible for coordination of program initiatives, projects and policy changes to all business lines and staff offices, aligned under the Pacific District Office, on matters relating to the administration of a comprehensive array of Veteran's benefits and administrative services;
Supervises staff members who serve as consultants and advisors to the Regional Office, on highly visible, complex, and difficult issues;
Directs the staff's efforts in planning, organizing and conducting difficult and complex organizational studies of VBA field offices to determine strengths, weaknesses, and best practices to include changes to meet organizational objectives;
Reviews and evaluates planned management goals and objectives of Veterans Benefits Administration (VBA) Regional Offices;
Provides direction and consultation in the development of achievable performance measures that also assure the quality and consistency of benefits delivery at Regional Offices in the District;
Conducts comprehensive studies and site visits concerned with the identification of VBA operational issues and adherence to policies, generating reports addressing corrective actions needed and anticipated results;
Monitors, tracks and evaluates operational workload indicators and workload systems for the Regional Offices;
Prepares and reviews reports for the District Director concerning Regional Offices workload and performance;
Provides major input in the development or revision of Field and District Office policies, standard operating procedures, or other administrative directives related to field office operational effectiveness;
Serves as a liaison with VBA program officials to facilitate the development of strategic plans and project management; and;
Provides sound advice and guidance to station management in achieving Regional Office objectives.
Provided guidance to District staff on methods for analyzing workload data, interpreting trends, and taking appropriate actions, to include elevation and recommendations to senior leadership
Work Schedule: Standard 5-day, 8 hours, full time (40 hours a week) 8:00 am to 4:30 pm (AZ Time) schedule; Hours may vary to effectively carry out the mission.
Telework: Available; Virtual only for all locations except Phoenix, AZ and/or Seattle, WA.

Relocation/Recruitment Incentives: Authorized; PCS (BVO) Relocation Expenses and relocation incentive of $21,000.00 is authorized for selectees ONLY choosing to physically relocate to the Official Duty Station location for Phoenix, AZ or Seattle, WA who meet the incentive requirements listed in 5 CFR §575, Subpart B. If the selectee/s choose to relocate to a location other than Phoenix, AZ or Seattle, WA within the Pacific District PCS (BVO) Relocation Expenses and Relocation Incentive will NOT be authorized. The VBA may pay a relocation incentive to a current employee who must relocate to accept a position in a different geographic area under the conditions specified in this subpart. If eligible, payment of expenses for travel and transportation may be rendered if the selectee agrees to remain in federal service for three (3) years following the date of transfer. Failure to complete all conditions of the obligated service may result in repayment of travel and transportation expenses.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as a thorough knowledge of planning and conducting complex organizational studies to include research, work sampling, and analyzing a wide variety of operational data in order to evaluate and measure the effectiveness and efficiency of organizational operations and complete recommendations to top management officials. Must also demonstrate polished and effective communication skills to present, explain complex factual data, and articulate findings to upper level management; experience planning, organizing and coordinating work for self and others; using creativity and ingenuity to develop, analyze and propose solutions to management problems; and demonstrate skills as a project manager/team leader; and experience with or understanding of continuous process improvement strategies within VA. This experience may have been gained across all VA business lines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
