The primary purpose of this position is to provide technical and administrative assistance as a Contracting Officer Representative (COR) for the base Real Property BOS Contract performing inspections of all civil engineering contracted services.
Duties
Directly evaluates and documents the quality of the Civil Engineer (CE) portion of the electrical, heating, ventilation, and air conditioning (HVAC), utilities, snow removal, and structural support maintenance performed by the Base Operations Services (BOS) contractor as part of the BOS repair and maintenance contract.
Examines management of in-service work from planning, material acquisition, and scheduling, to work accomplishment and closeout.
Develops, recommends, prepares, initiates, accomplishes, and finalizes changes in evaluation/sampling frequency, request for contract modifications, documents to be included in subsequent modifications, cost estimates, and project planning.
Maintains quality assurance inspection log and works with contractor to resolve problem areas, discuss procedures, and review documented discrepancies.
Establishes the need for, develops, and assists in implementing, in conjunction with others, a quality performance management system that evaluates contractor performance in areas of management effectiveness, productivity, quality of process, quality of service, and customer satisfaction.
Manages/Executes Facility Manager Program and Snow and Ice Plan.

- May be subject to work uncommon tour of duty to perform surveillance.
- May be required to travel by military and/or commercial air and/or military or privately owned land vehicles. Use of government quarters when available is urged. Travel and reimbursement shall be in accordance with the Joint Travel Regulations (JTR).
- Must possess, or be able to obtain, a valid state driver's license and necessary certification to operate government vehicles on the flight line.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Performs other related duties as assigned.
- A Secret Clearance is a condition for employment. The employee will be required to maintain a Secret Security Clearance.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. The critical nature and scope of the work performed establish the primary skills and knowledge required to be technical in nature and the inspector/quality assurance knowledge to be a secondary consideration. Therefore, prerequisite to adequate performance in this position is extensive technical knowledge of the service to be surveyed. Position requires incumbent to be fully qualified in at least TWO of the following areas (preferably with at least 12 months experience in one of the functional areas): high and low voltage alternating current (AC) systems; power generation systems; airfield lighting systems; aircraft arresting systems and controls; cathodic protection systems; security alarm and fire alarm systems; and AC electrical control systems other than controls for heating, ventilation, and air conditioning systems; refrigeration and air conditioning equipment; boilers; chemical feeder equipment for boilers and cooling towers; air compressors; evaporative coolers; mechanical ventilating systems; gas fired appliances; and energy management and control systems (EMCS) which include fiber optic cable, digital system controllers, frequency modulator and fiber optic modems; water and waste systems; storm drains; lift stations; liquid fuel systems; natural gas systems; swimming pools and systems; and water softeners; carpentry; sheet metal; painting; masonry; roofing; carpeting; pavement maintenance; airfield repair; snow removal; concrete repair; construction; and entomology service.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in engineering, industrial arts, property management, or business administration. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive technical working knowledge of acceptable trade practices in repair and maintenance of buildings including mechanical and electrical systems and outside distribution systems, knowledge of roads and grounds, airfield pavements and snowplow removal, HVAC systems, and utilities systems for buildings and outside utilities to assure proper assessment of contractor performance and adaptations of prescribed guidelines. Knowledge of quality assurance principles, practices, and procedures in the civil engineering operations and maintenance fields.
Ability to interpret and apply rules, regulations, and procedures.
Knowledge of several base civil engineering functions and how they interface within base civil engineering and with her base agencies to support others in evaluating and reporting contractor performance.
Ability to gather, analyze, and present facts. Ability to utilize various methods of surveillance to make accept/reject decisions on contractor performance based on the BOS contract Quality Assurance Surveillance Plan instructions and guidelines.
Knowledge of various methods of surveillance techniques and computer-based tracking systems.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
