Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as providing physical asset management through design, planning and oversight of all maintenance, performing Contract Officer Representative (COR) functions over all facility service; managing all facility operations, physical security and support services.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of policies, procedures, and directives of higher-level management or headquarters
Skill in communication
Ability to resolve group grievances and employee complaints referred by subordinate supervisors and employees
Skill in organizing and directing the activities of the organizational unit
Ability to develop and maintain a master plan for the CINC campus, strategic budget and project planning based on the resources initiatives and priorities of OSMO and the program offices
Ability to advise on plans, review facility services, and develop new or improved techniques and solutions
Knowledge over all matters relating to the operation, maintenance, repair and improvement of all property and systems in accordance with all state, local, and Federal regulations
Skill in managing the engineering design and construction oversight using EPA, local and national benchmarks and standards
Ability to participate in special projects and initiatives and perform special assignments
Skill in project management
Ability to manage the delivery of basic services
Ability to represent the Agency with a variety of functional area organizations
