The position serves as Construction Analyst Specially Adapted Housing Agent (SAH Agent). Construction Analyst SAH Agent will perform an array of duties with the purpose of conducting construction, remodeling, and home adaptation projects, from proposal through completion related to the Specially Adapted Housing/Special Home Adaptation (SHA) program and Veteran Readiness & Employment (VR&E) as required to properly support Veterans with specific adaptive needs.

Duties

Major Duties: Assists Veterans and/or contractors, architects, drafts persons with required design changes, differing site conditions, variations in quantity estimates, changes in specifications and drawings, etc. resulting from deficiencies encountering during the construction, remodel, adaptation planning phase. Leads design review discussions, in person, by phone, or electronically to inform the Veteran, contractor, architects, draftsperson, et al, on VA minimum property requirements for residential property use. Performs all administrative and technical functions of the SAH, Special Home Adaptations (SHA), and Rehabilitation grant programs for assigned grants authorized by 38 U.S.C. 2101(a), 2101(b), and 2102(B). The SAH Agent guides Veteran applicants through all aspects of the SAH grant application process and provides oversight of the entire project from initial application through completion. Establishes disbursement agreements for funds and prepares the necessary voucher documents and associated information needed for release of grant funds up to the maximum amounts allowable under 38 U.S.C. 2101(a), 2101(b), and 2102(B). Notes and decides upon such matters as suitability of completed work, adequacy of construction materials, reasonableness of schedules and estimates, adequacy of inspection and control procedures as documented with previously approved construction controlling documentation. As necessary, the SAH Agent is responsible for processing and recommending administrative sanctions for industry stakeholders. The SAH Agent is responsible for the case management of SAH appeals submitted to Value Stream leadership for grant cases assigned. This requires the SAH Agent to complete a higher level review of decisions to include reviewing the facts and evidence submitted to support the appeal. Establishes and maintains the SAH case file from eligibility established through final accounting and grant closure. Coordinates with contractors, architects, and draft person for the creation of the following construction documents that successfully convey all SAH grant requirements: description of materials, scope of work, contracts, disbursement schedule, plans and blueprints, and other pertinent construction related documentation. Coordinates with the Veteran and contractor throughout construction to ensure all parties are informed of project progress and problems, issues and their resolution and disbursement of project funds. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the education or experience listed below: Specialized Experience: Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge. Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans. OR Undergraduate and Graduate Education: Major study -- architecture, engineering, building construction, or other fields related to the position. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: Specialized Experience: GS 11 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for this position. As the GS-11, production output expectations (volume) will be reduced relative to the GS-12 so the incumbent must be able to perform at the lower level. Specialized experience is defined as (1) knowledge of the residential or commercial construction plans, specifications, or estimates of materials; or (2) experience coordinating or managing construction projects. OR, GS-11 Education : Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree or LL. M if related OR, GS-11 Combination: You may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) GS 12 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for this position. Specialized experience is defined as (1) experience in the residential or commercial construction plans, specifications, or estimates of materials for construction; and (2) experience coordinating or managing construction projects. GS-12: There is no educational substitute at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with most travel by automobile, air, or other public transportation. The position requires frequent scheduled field trips in a Government vehicle throughout the assigned geographic jurisdiction. The work requires some physical exertion, such as long periods of standing, walking over rough, uneven, rocky or slippery surfaces; recurrent bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 25 pounds such as testing or measuring equipment; and/or regular visits to construction or property sites.
