About the Position: Incumbent serves as a Negative Laboratory Certifying Official (Forensic), assigned to (FTDTL). Recognized as a Negative Laboratory, responsible for reviewing and reporting negative results for military and civilian urine drug testing. Duties for reviewing military specimens (NLCO) are performed in accordance with internal certification, as required in DOD Directive 1010.1 and DOD Instructions 1010.16 dated 9 December 1994.

Duties

Applies comprehensive knowledge of the theory behind Kinetic Interaction of Micropartical Technology, Enzyme Multiplied Immunoassay Technique, General Oxidant Testing, Creatinine testing, and Colormetric pH Testing. Reviews all chain of custody documents related to specimen receipt and aliquot preparation to ensure the forensic criteria outlined in technical SOPs are met. Validates work performed by lower-graded employees to ensure assigned discrepancies are correctly annotated and documented on the chain of custody and in the Laboratory Information Management System (LIMS). Performs initial review of non-quantitative screening data, generated from the immunoassay analyzer for military and civilian specimens. Evaluates screening results to ensure compliance with established laboratory quality control and quality assurance criteria. Certifies chain of custody documents and electronically reports results in LIMS for specimens that screened negative for selected drugs of abuse or that are discrepant. After validating test results, independently releases scientific testing results to other Government agencies. Evaluates the forensic acceptability of all documents, related to scientific testing and identifies potential legal challenges. Initiates special test requests and/or testing required by other laboratories for negative specimens only. Testifies in court, as to the operating procedures relating to the review and reporting of negative specimens and validity results. Provides testimony in legal proceedings regarding the NLCO review of chain of custody documents and screening data.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must complete or maintain certification requirements, governed by the National Laboratory Certification Program (NLCP).

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Chemistry, Biochemistry, Forensic Science or similar. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ComplianceForensicsResearch Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
