The Program Specialist position manages and/or prepares responses to correspondence in an organization and/or acts as a liaison or handles the communication with persons and/or groups within and outside the organization. The incumbent is responsible for developing and implementing programs to improve the delivery of direct and indirect patient care and for planning, developing, implementing, and evaluating education and development activities.
Duties
Duties include but is not limited to:
Incumbent complies with all Federal and VA acquisition regulations. Reconciles purchase/contractual charges and resolve disputes of unknown or incorrect charges within established timeframes. Assist with conducting market research activities and other required planning documents. Performs work involving the collection, compilation, research, and/or tracking of data and statistical information; generate reports in support of organization's program operation particularly those that relate to the sections' performance measures. Maintains automated system of program-specific data to track expenses on items, such as project milestones, progress reports, funding accomplishments, compliance strategies, etc. Incumbent will also assist with collecting data for nursing service initiatives. Maintain database, perform data analysis, and create reports to be disseminated to nursing leadership and committee chairs for the service line.
Acts as the Contracting Officer's Representative (COR) for all designated nursing services contract, fulfilling all COR duties and responsibilities as assigned per the established Government COR guidelines. Serve as liaison between the contracting officer and contracted company; act as the point of contact for assigned contracts in ensuring adherence to the Contractor Onboarding Process. Develops, updates, implements, and evaluates the orientation of new clerical/program support personnel, including instruction on proper format for correspondence and assigned sections' policy and procedures. Reviews documents prepared for signature of , or requiring coordination by, the assigned section's Program Supervisor/and Section Chief for conformance with grammar, format, and special policies of the medical center. Serves as the records manager for the assigned Nursing Operations contracts by maintaining a central filing system and library of correspondence, employee service record cards, publications, policies and regulations, manuals and other resource materials needed; maintains and effective reports control system and action/correspondence log for the section and ensures each are submitted in a timely manner.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify for the GS-9 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing administrative duties in all functional areas procurement and contracting functions; Manages and prepares responses to correspondence acting as a liaison with person or groups within or outside the organization; Experience complying with all Federal and VA acquisition regulations while performing reconciliation of purchase/contractual charges and resolving disputes; Acts as the Contracting Officer's Representative (COR) for all designated nursing services contracts, fulfilling all COR duties; Prepares the Government Cost Estimate and other required planning documents. (Such experience must be well represented within the resume). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED IF QUALIFYING BASED ON EDUCATION). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., directly related to the position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary with the only physical demands being normal walking, standing, sitting, bending activities associated with a desk job.
