This position is within the VISN 12 Great Lakes Fiscal Service (GLFS) and located at the William S. Middleton Memorial Veterans Hospital, 2500 Overlook Terrace, Madison, WI 53705.

Duties

This position serves as a Financial Accounts Technician providing administrative and technical support functions, serves as the primary timekeeper for the GLFS employees, providing program support to the travel section, and serves as an alternate cashier.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-5 level, you must meet the following: Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-4 in Federal Service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Communicating with all levels of staff both verbally and written; Ability to organize, coordinate, and prioritize work assignments; Knowledge of finance functions, procedures and operations; Skill in the operation of computers and office equipment; and Knowledge of associated standard operating procedures and local practices to apply regulations and precedent cases. OR, Education: Applicants may substitute education for the required experience. You must have successfully completed four years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (Transcripts Required) OR, Combination: Applicants may combine education and experience. You must have equivalent combinations of specialized experience and education beyond the second year of at least 60 semester hours. (Transcripts Required) To qualify for this position at the GS-6 level, you must meet the following: Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-5 in Federal Service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes, but is not limited to: Communicating effectively and courteously both verbally and written to internal and external customers; Organizing, coordinating, and prioritizing many simultaneous work assignments; Comprehensive knowledge of finance functions, procedures and operations; Knowledge of Time & Attendance regulations to maintain timekeeping accuracy; and Knowledge working with accounting theories, practices, methods and policies related to financial work assignments. You will be rated on the following Competencies for this position: Attention to DetailManages and Organizes InformationPrinciples of Finance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
