This position is located Mingo Job Corps Center in Puxico, MO. The incumbent is responsible for representation of the Job Corps Center in Industry Council meetings and local work groups, as well as Outreach and Admissions reporting to the Job Corps National Office (JCNO) and the Department of Labor (DOL). Duties

Responsibilities listed at the full performance level. Plans and coordinates a comprehensive integrated system which includes center/community Work-Based Learning (WBL) and Public Lands Contract (PLC) activities. Collaborates with center staff to ensure that Career Development System lessons are relevant to the workplace. Works to focus and coordinate all Job Corps Center (JCC) functions into WBL/PLC systems, especially vocational training, academics, and social components, in order to integrate academic and vocational learning into coherent sequences. Coordinates with other Job Corps Centers, local school districts and other academic and government organizations that are using WBL to network ideas and programs supporting WBL/PLC objectives. Develops and coordinates partnerships between the JCC and business entities, service and civic groups, school districts, local community colleges, vocational schools, universities, government entities, ect to advance the WBL/PLC objectives. In cooperation with the Center Director and the Center Leadership Team, the incumbent will work with employers, DOL, vocational instructors, and residential living staff to update training in this area. Plans and conducts a program for the placement of students on the WBL/PLC program with private companies, state, and federal agencies in accordance with the DOL and Forest Service agreements. Prepares and distributes press releases and other public relations materials regarding Center activities and accomplishments. Serves as the primary public relations contact for the Center.

Specialized experience is defined as the majority of the following: providing information to external sources about an organization under close supervision; assisting with managing, organizing, and monitoring the business/community relations and work-based learning; participating with networking with the community for appropriate work-based learning sites; and assisting with promoting an organization by organizing and implementing activities involving the community relations council and industry council using printed and other media OR A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as communication, public relations, advertising, or image management. (Note: You must attach a copy of your transcripts.) OR A combination of the experience as described above AND the education described above. (Note: You must attach a copy of your transcripts.) For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as the majority of the following: serving as the primary source of information to external sources about an organization; speaking on behalf of management; managing, organizing, and monitoring the business/community relations and work-based learning programs; networking with the community for appropriate work-based learning sites; and promoting an organization by organizing and implementing activities involving the community relations council and industry council using printed and other media. OR A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as communication, public relations, advertising, or image management. (Note: You must attach a copy of your transcripts.) OR A combination of the experience as described above AND the education described above. (Note: You must attach a copy of your transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
